Job Summary

The Oregon International Port of Coos Bay is hiring a Port Development Project Manager to be responsible for coordinating and completing capital improvement projects assigned by the Director of Port Development.

 

Essential Job Functions

  • Develop and plan assigned projects - define desired project outcomes, develop scope of work, and identify planned project deliverables. Work with project consultants and Port staff to identify all required project resources and permits; develop planning budgets, tasks, schedules and timelines; and develop preliminary project plans specifications.
  • Coordinate with consultants, stakeholders, permitting agencies, contractors, service providers, vendors, suppliers, and Port staff to accomplish project tasks and activities.
  • Coordinate and administer the project contracting process in compliance with appropriate federal, state, and Port contracting rules and regulations.
  • Develop bid packages; coordinate solicitations and notices; participate in bid openings, contract reviews, contractor selections, and contract negotiations; complete formal contract award; and complete all necessary internal and external documentation for contract award.
  • Manage project activities and requirements such as developing project budget, schedule, and timelines; ensuring timely completion of project deliverables, permits, and tasks; ensuring compliance with project specifications, plans, and quality assurance / quality control requirements; negotiating, coordinating, and managing change requests; and all other required activities necessary to completion to project specifications, schedule, and budget.
  • Support Port staff, contractors, service providers, stakeholders, and other affected parties to complete project activities in a safe and responsible manner, through compliance with all required safety regulations, rules, and port safety procedures and industry recognized best practices.
  • Participate or facilitate in public meetings related to assigned projects, when requested to do so.
  • Compile, manage, maintain, and appropriately archive all relevant documentation for assigned projects.

 


Requirements

Required Experience & Education

Bachelor's degree in Engineering, Construction Management, Business Administration or a related discipline or an equivalent technical degree, or 5 years equivalent industry experience in project management or technical roles. Having a Project Management Professional designation is beneficial.

 

Required Qualifications

  • Ability to read and interpret plans, drawings, specifications, and technical documents. Communicates well both verbally and in writing.
  • Possess interpersonal/communication/customer service skills to effectively interact both verbally and in writing with coworkers, stakeholders, and customers, with courtesy, dignity, and respect.
  • Ability to work alone and in a team environment by developing and maintaining good working relationships with coworkers, stakeholders, and customers.
  • Ability to problem solve and apply principals of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Possess strong organizational skills and keen attention to details.
  • Understand and follow company and industry safety rules, practices, and standards.
  • Possess valid Class C Oregon Driver’s License.
