ATEC is one of DOD’s foremost test and training organizations supporting DOD, non-DOD, and commercial materiel developers by testing a broad spectrum of equipment throughout their life cycles, from concept through deployment. ATEC provides crucial test support to such developers who are ATEC's primary customers. Task Order support is devoted primarily to support ATEC as it conducts tests and operates and maintains the ranges, facilities, and equipment necessary to perform testing for customers.
  • ATEC is one of DOD’s foremost test and training organizations supporting DOD, non-DOD, and commercial materiel developers by testing a broad spectrum of equipment throughout their life cycles, from concept through deployment. As such, ATEC is not a material, item, or system developer. Rather, it provides crucial test support to such developers who are ATEC's primary customers. This contract support is devoted primarily to support ATEC HQ and its subordinate organizations as they conduct tests, operate and maintain the ranges, facilities, and equipment necessary to perform testing for their customers. ATEC requires a high level of technical expertise, flexibility, and depth of professional and technical expertise to meet its mission goals and objectives. A technical staff capable of modifying and operating sophisticated information management systems in a timely and cost-efficient manner is required to meet the needs of ATEC. The Program Manager will be the central point of contact for the government and will oversee ATEC ITSS operations, ensuring that the Project Managers at ATC and OTC as well as the contract employees are meeting deliverables, ensuring that the schedule is maintained, budgets are adhered to, tasks are completed and the ATEC, ATC and OTC Customer’s requirements are met with no interruptions to the mission.

 

Tasks:

  • Acts as the primary interface to the HQ ATEC customer and COR for task activities, leading task review sessions with customer to discuss cost, schedule, and technical performance.
  • Coordinates the preparation of project plans, milestones, and operating budgets; development of project approaches/concepts; and obtaining proper resources within and across organizational boundaries.
  • Reviews and evaluates work of staff, provides task oversight, and prepares periodic performance reports.
  • Acts as primary customer contact
  • Evaluates requirements, establishes task approach, organizes personnel resources, and directs engineering efforts for services or system/equipment research, development, integration, test, and sustainment.
  • Establishes milestones and monitors adherence to master plans and schedules.
  • Identifies program problems and obtains solutions.
  • Directs the work of technical, engineering, and support personnel assigned to the task and is responsible for overall task performance, product quality, and timeliness of efforts.

Requirements

Required Qualifications:  

  • Associate’s Degree and 11 years’ experience; or Bachelor’s Degree and 9 years’ experience; or Master’s Degree and 7 years’ experience; or combination of 13 years which may include education/specialized training/certifications and/or experience; and 10 years’ experience leading 20 or more employees.
    • Relevant education/experience must be in an IT discipline related to the assigned program area (e.g., Network Engineering, Network Management, Computer Science, Information Systems, Computer or Software Engineering, Management Information Systems, Computer Forensics/Security, etc.), DOD Computing Environment
    • Security+ (or equivalent DOD Directive 8570.1 IAT II) and at least 1 certification in the project management field (e.g., PMP, Acquisition Level 3, etc.) or 10 years’ experience leading 50 or more employees

 

Desired Qualifications:

  • 10-15 years of IT experience
  • 5-10+ years of experience with the ATEC HQ, ATC or OTC, or equivalent government organization providing IT support
  • Previous experience leading multi-million-dollar IT-focused contracts on the commercial or government
  • Experience leading teams of IT professionals more than 100 people
  • IT Professional experience in a minimum of one aspect of IT (e.g., System Administration, Network Administration, Cyber Security, etc.)
  • PMP/Acquisition Level 3 Certified, Six Sigma, or other management courses
  • 8570 Certified (Sec+ minimum)
  • Top Secret clearance

 

Clearance:       current US Secret clearance (current US Top Secret clearance preferred)
