Best Value Technology, Inc. (BVTI) is seeking to identify a highly organized, accomplished, and goal-oriented Program Manager (PgM) to join our team on an established long-term, high-profile contract supporting the acquisition lifecycle to a federal customer in the Intelligence Community. The on-site PgM will be responsible for leading and supervising the day-to-day operations of the program while ensuring successful execution across a portfolio of activities and services. As an integral part of BVTI’s IC Division, the PgM will interface directly with BVTI leadership and the on-site client Director and COTR to ensure effective contract management and overall mission performance.


The successful candidate will have broad experience supporting multiple acquisition related programs, facilities and operations to include facility management, source selection operations, vendor material transfers, conference management, physical and personnel security, information security, network/communication management, complex IT management and customer service.


The ideal PgM will possess exceptional leadership, communication and management skills with a proven ability to inspire trust and confidence with internal and external IC stakeholders, BVTI leadership, employees, subcontractors and vendors, as well as customers, guests and partners. The ability to present clear and concise written and verbal information and program status to C-Level stakeholders is imperative.




  • Manage and ensure successful completion of requirements performed including those completed by subcontractors and vendors.
  • Ability to regularly communicate with the customer to ascertain program needs, including technical, cost and schedule performance.
  • Ability to immediately communicate with the customer COTR as it may relate to circumstances that could have a material effect on the contract or client.
  • Support source selection plans, source selection strategies, requirements documentation and technical evaluations.
  • Ability to analyze program effectiveness and recommend/implement process improvements.
  • Conduct business data analysis of program information to ensure compliance with regulations, gather data to identify and track trends, provide information to other team members and assist in responding to the results of audits and quality checks to stakeholder reviews and other evaluations.
  • Provide feedback to leadership by creating, updating and/or enhancing internal documents and processes as required.


  • BS/BA in Related Field (MS / MBA preferred)
  • Project Management Professional (PMP)
  • Program Management Professional (PgMP) (preferred)


  • Minimum 10 years of program management experience with 3 years specializing in the support of federal acquisition/source selection lifecycle management experience.
  • Experience supporting customers during the source selection process for the federal government.
  • Ability to assist with strategic-level issues, policies and procedures, analyzing cost and price data and developing objectives.
  • Strong analytical and organizational skills associated with evaluating and determining standards.
  • Effective oral and written communication skills including preparing and presenting oral and written presentations.
  • Proven leadership ability and track record.
