This position is responsible for the completion of programs, consisting of multiple projects and oversees all aspects of multiple project management life cycles in a turn-key environment. The Program Manager will be responsible for a variety of projects and will rely heavily on experience and judgment to plan, organize and successfully complete all aspects of the program on time and within budget. Successful experience with large, complex turn-key programs is a must.


  • Establishes process to account for end to end workflow that identify all turn-key touch points necessary to fulfill contractual obligations specific within a particular customer engagement in multiple markets with multiple operational teams.
  • Identifies transition criteria and then manages stakeholder touch points, internal and external, from receipt of customer work order through invoice approval ensuring complete contractual compliance.
  • Removes obstacles and empowers Operations to be successful.
  • Constantly manages and monitors program progress, risk and the quality of the customer experience.
  • Leads and coordinates program level activities within a multiple markets. Include but not limited to critical path monitoring/alignment, procurement, resource loading/forecasting/conflict resolution and critical path risk identification/mitigation.
  • Utilizes and provides to management meaning and timely reports using key performance indicators to aid in managing the health of the project or program.
  • Enhances existing processes and introduces economies of repetition in the execution of projects.
  • Supports Operations across multiple Dycom subsidiaries in multiple markets to deliver project level services for the customer program.
  • Proactively identifies and resolves potential issues before they become problems.
  • Leads efforts to gather all project level status to report on program status to all.
  • Identifies and implements continuous process improvement initiatives to allow Operations to delivery services more efficiently.
  • Client interface for market level status and issue resolution.
  • Participates in weekly market level project level status calls with customer, keeping expectations aligned through schedule variance tracking and risk mitigation techniques.           
  • Drives standardized process down through their markets to ensure consistent delivery methodology regardless of subsidiary or location.
  • Tracks change impact and delay impact at a market level.
  • Defines and monitors critical path and high risk program key data points for analysis. Works with P6 Expert (CDP) to customize P6 system to fit program needs.
  • Manages a staff of between 5 and 10 people.
  • Implements and monitors a Quality Control program.
  • Forecasts and manages materials to facilitate the scheduled work on time and under budget.                                                                       
  • Leads teams of Project Management, Project Controls and Quality Management personnel in multiple markets.



  • Experience creating and managing multiple Project Management Plans in accordance with PMI standards and across multiple markets.
  • Excellent verbal and written communication and presentation skills and techniques, with an ability to express complex technical concepts in business terms. Ability to write clear, concise and direct narrative and reports.
  • Extensive knowledge of team management techniques to bring about agreement between divergent points of view.
  • Comprehensive experience with managing Project Managers and Project Controls personnel who are responsible for managing the delivery of services across functional organizations without any direct reporting authority.
  • Competent in utilizing Earned Value Method and Critical Path Methodology.
  • Demonstrated knowledge and experience in scheduling, estimating, accounting and finance principles.
  • Extensive experience with telecommunications or utility construction methods, techniques and procedures involved in budgeting, procurement and contract administration.
  • Strong knowledge in project management discipline to effectively manage project resources and multiple medium to high complexity projects across multiple markets.
  • Strong negotiating and critical thinking skills.
  • Customer-oriented, a positive, team-oriented and collaborative attitude, flexibility, an understanding of the business issues driving the need for the project, and solid work ethic are expected.
  • Leadership skills that can energize a multidisciplinary work team to respond to business needs.
  • Advanced Project Management Training and Project Management or Construction Management Certification from an accredited institution (PMI or College) Continuing Education appropriate to the profession.

Required Skills and Experience:

  • Bachelor’s Degree in an industry related field preferred.
  • 10 to 15 years of experience in delivering OSP Telecommunications services or utility related industry.
  • PMP or PgMP Certification is required.
  • Minimum 5 years of experience with P6.
  • Problem solver.
  • Good communications skills.
  • Driven.
  • Self-motivated.
  • Proficient in MS Office Applications: MS Word, MS Excel, MS Access, MS Project
  • Firm grasp on scheduling methodology.
  • Expert understanding of the project life cycle as defined by PMI.
  • Ability to apply program management concepts, and methodologies.
  • Proficient of financial practices and principles.
  • Proficient in organizational systems.
  • Proficient in Technical Writing.
  • Ability to work independently on assigned tasks with minimum guidance
