The Center for Caregiver Advancement (CCA) is the largest provider of training for long-term care workers in California. Our mission is to build the workforce of highly trained caregivers that many Californians can’t live without. We champion training for all caregivers and work to make it universally accessible. We believe that trained caregivers should be respected and valued professionals, as they have proven to enhance the quality of life and save money for our overburdened healthcare system. Our efforts create jobs and upward mobility for the millions of people who are needed as caregivers in California. With the wave of the baby boomers in or approaching retirement age, 10,000 people will turn 65 every day for the next 15 years, which creates systemic pressures and the need for growth of the long-term care workforce. CCA is working to enhance the skills of direct care workers, who are predominantly women of color and immigrants, that are needed to support this diverse aging population.
Through advocacy work with many stakeholders in the aging community and our union partner, SEIU Local 2015, we are poised to participate in the building of an IHSS career pathways system that has been funded in the state budget.

Position Summary: The Home Care Program Manager will manage the operations of various Home Care programs, including coordinating with the recruitment and instructional teams. The Director of Home Care maintains oversight of all of the Home Care Programs. Leads and supports the programs team in the smooth implementation of programs full cycle.
Essential Duties and Responsibilities:
- Works in collaboration with the Director of Home Care as well as the point person for both the recruitment and instruction team to establish impactful recruitment, retention and instructional strategy that supports CCA’s mission, initiatives, and programs.
- Provides day to day supervision to programs team.
- Develops comprehensive project plans to monitor and track projects to ensure deliverables fall with scope and budget while keep stakeholders informed the entire way.
- Coordinate internal resources and third parties/vendors for the flawless execution of multiple projects
- Ensures that processes and policies are clear and streamlined.
- Ensures that there is cohesion between programmatic, recruitment, and instructional work.
- Promotes and facilitates communications between programs, recruitment, and instruction.
- Monitors ongoing projects to ensure that all project deliverables are met.
- Responsible for developing, auditing, and meeting program deliverables and deadlines.
- Supports the Director in leading joint meetings with Instruction and Field Team.
- Reviews data audits to ensure that all information collected in database is accurate as well as ensure that field team is on schedule to meet targets.
- Analyzes data to identify needs as it relates to planning, implementing, monitoring, and evaluating the program.
- Develops program reports based on data analytics
- Works closely with the Data Team to ensure that data is collected and analyzed in a way that meets our program targets.
- Provides guidance to the Programs team that addresses program inquiries and requests.
- Supports the Director of Home Care in streamlining processes.
- Provides support to program staff as needed.
- Supervision of staff as required.
- Determines appropriate responses to program and personnel problems and emergencies that may arise. Escalates appropriately to the Director of Home Care.
- Other duties assigned by the Director of Home Care or designee.
Requirements
Experience and Qualifications:
- Bachelors’ degree in Human Services, Social Work, Healthcare fields and/or, Non-profit Management or related field; Master’s degree preferred.
- Minimum five to seven years of experience in program management with strong track record of tracking program deliverables.
- Extensive experience developing project plans and executing deliverables.
- Experience managing program/project budgets.
- Minimum three years of supervisory experience.
- Experience with community based recruitment preferred.
- Bilingual Spanish-English, Korean-English, Armenian-English, Cantonese-English, or Mandarin-English preferred.
- Exceptional writing and presentation skills.
- Previous experience in adult education preferred.
- Experience in developing or administering training programs focused on adult learners from multiple language groups, community organizing, or educational outreach.
- Excellent problem solving, planning, and organizational skills.
- Excellent interpersonal skills, experience with diverse audiences with the ability to exercise discretion in composing and delivering communications in a culturally sensitive way.
- Demonstrate compassion, competency, and professional accountability for interactions with IHSS caregivers, consumers, stakeholders, colleagues, and others.
- Ability to anticipate issues and use appropriate judgement to plan solutions and manage obstacles as they arise as well as escalate to the Director of Home Care.
- Highly organized and detail-oriented, proactive and results-oriented with the capability to work collaboratively handling multiple projects simultaneously in a high-volume, fast-paced environment.
- Exhibit collegiality and diplomacy within a team environment, display good work ethics and a mature understanding of cultural diversity.
- Flexibility to occasionally work evenings and weekends, as needed.
