Williams Consulting LLC is seeking an experienced Program Manager (PgM) to provide services in the delivery of a mission-critical Federal program for the Food and Drug Administration. The PgM will manage the contract and staff to support provision of the following services: Task Management; Strategic Communications Management and Continuous Improvement; Business Process Improvement and Special Projects in Technical Management; Program and Project Management Support; Resources Management Support and Continuous Process Improvement; and Project Management Support. 

Duties and Responsibilities

  • Provide strategic, technical, and program management advice, guidance, and support services to the FDA’s Officer (CO), Contracting Officer Representative (COR), and Government Technical Leads (GTL)
  • Perform general oversight of contract performance including maintaining staffing and ensuring contract requirements are met
  • Provide direction for the accomplishments of work under the contract
  • Provide monthly status reports to ensure that the expenditure or resources is consistent with and leads to successful completion of all tasks within projected cost and schedule limitations
  • Provide the project management, control, and acquisition support services necessary for oversight of performance of the tasks under this contract
  • Identify, track, and manage issues and risks and report for resolution and close-out
  • Participate in the meetings that support the efforts of OEMS and the contract work
  • Develop and maintain project documents such as project plans, QA plan/process, SOPs, and work instructions
  • Manage project communications with customer, staff, and stakeholders
  • Manage contract and staff performance metrics
  • Manage project team personnel and ensure appropriate staffing
  • Collaborate with the customer and internal/external stakeholders to ensure client satisfaction
  • Manage the implementation of strategic planning initiatives including program analysis, stakeholder coordination and communication, program performance reporting and performance management processes
  • Manage initiatives identified by the clients Senior Leadership and ensure strategic business goals, policies, and objectives are fully implemented to achieve measurable results
  • Provide advice, assistance, and guidance in support of mission-oriented business functions and process improvements
  • Other duties as assigned

Requirements and Experience 

  • Ability to work on multiple projects simultaneously and demonstrate organizational, prioritization, and time management proficiencies
  • Demonstrated mastery of project management techniques and tools
  • Experience in managing and developing project budgets, financials, and reports
  • A proven track record of project delivery excellence
  • B.S. and/or Masters’ degree in business, healthcare administration, public health, social science, or related field with a minimum of 10 years of overall experience managing projects
  • PMP Certification required
  • Experience in managing enterprise Program Management Offices (PMOs), and Quality Management Programs to support critical Federal programmatic, operational, and other initiatives
  • 10+ years technical and project management experience, including planning, organizing, staffing, reporting, coordinating, business process re-engineering and directing all aspects of a project
  • 7+ years of direct supervisory people management responsibility in a project setting
  • Prior experience with managing federal contractspreferably the Food and Drug Administration (FDA)
  • Experience in portfolio management, task management, and one or more of the following: Strategic Communications Management and Continuous Improvement, Business Process Improvement, Resources Management Support and Continuous Process Improvement
  • Experience working with senior level leadership
  • Superior verbal and written communication skills to include appropriate stakeholder audience definition and messaging
  • Advanced MS Office (Project, Visio, Word, Excel, PowerPoint, Outlook) skills
  • Background investigation required
