The Port Hope Area Initiative (PHAI) is a federal initiative to clean-up historic low-level radioactive wastes (LLRW) situated in the Municipality of Port Hope and the Municipality of Clarington.  The PHAI has a very high public profile and is a top priority for the Government of Canada as well as the Municipalities of Port Hope and Clarington. The PHAI includes:

  • Two individual projects (based on Municipal boundaries) – The Port Hope Project and the Port Granby Project.
  • Clean up of historic LLRW based upon project-specific criteria.
  • Consolidation of the waste into new engineered above ground mounds designed to encapsulate and isolate the wastes from the local environment.
  • Financial sponsorship by Natural Resources Canada.
  • Project oversight and contracting by Canadian Nuclear Laboratories (CNL).
  • Licensing by the Canadian Nuclear Safety Commission (CNSC).

Coordination with Cameco’s Vision in Motion project and the Municipality of Port Hope. 



  • The Clerk will be required to prepare documents, track and transmit documents internally and externally with project stakeholders.

  • Interacts directly with the Port Hope Team and other contributing parties involved in the development, tracking, retention and reporting of consent forms, scheduling forms and database maintenance related to the Site Characterization program.

  • Assists with the mail out of letters to property owners.

  • Knowledgeable in implementing CNL document numbering system for branch documents and records.

  • Assists in document tracking, producing spreadsheets and reporting on findings/results.

  • Maintains documentation in accordance with CNL and CNSC licensing requirements.

  • Takes and prepares minutes of meetings and distributes to attendees for review and comment.

  • Books conference rooms; arranges meetings (including tele/video conferencing) and catering; sorts mail; performs photocopying/scanning; sends/receives faxes, answers PHAI direct line, escorts visitors.

  • Compilation of complex documents including Historical File Reviews.

  • Completes other duties as assigned


Secondary School Graduation plus post-secondary training in Office Administration or other applicable program, and a minimum of 2 to 4 years related experience or the equivalent.

  • Excellent interpersonal, written and oral communication skills are essential, as well as good planning skills and a highly organized approach to work.

  • Demonstrated ability to use tact, diplomacy, trust and discretion in handling of sensitive and confidential information.

  • Demonstrated ability to use initiative and apply judgment in an environment of changing and often conflicting priorities.Dependable and willing to work to tight schedules and, on occasion, extra hours.

  • Team oriented with demonstrated ability to work well with others and promote positive work environment.

  • Advanced knowledge of Microsoft Office Products (Word, Outlook, PowerPoint, Excel) is required, and familiarity with TRAK/Action Tracking, Access and MS Project would be an asset.

  • Ability to learn and adapt to software and technical changes.

  • Must possess excellent business/administrative skills and have demonstrated the ability to quickly learn and utilize new applications that support business operations.

  • Demonstrated ability to comprehend and relay information concisely and accurately, and to work with minimum supervision in an environment requiring initiative and the ability to work effectively with all levels of personnel.

  • Must have the ability to work, plan and prepare own work schedule; develop, measure and assess goals; manage time, all under demanding and diverse situations.

  • Good judgment, initiative, strong drive, positive attitude and consistent, careful attention to detail are essential to solve problems, obtain and analyze data.
