Job Description: 
   

Orano Decommissioning Services is seeking a Project Contract Manager to support its D&D projects. 

Under broad supervision, the Project Contract Manager will prepare and manage complex high risk and multi-year contracts for decommissioning projects involving first of a kind design and execution projects, including customer contracts and sub-vendors contracts.

MAJOR DUTIES & RESPONSIBILITIES:

Contract management

  • Works closely with business development and proposal personnel to provide expertise regarding proposal contract strategies, risk ratings, cost basis determination and responses. 
  • Leads in the preparation and/or review of contract terms and conditions with the support of the Legal department.
  • In coordination with the project team, develop, maintain and implement Interface Control Documents with customers and major suppliers, to ensure clarity on work scope perimeter and division of responsibility. 
  • Advises management regarding contract clarity, legal issues and risks, compliance requirements, and budgetary issues and estimates to ensure informed decisions by corporate stakeholders.
  • Prepare, review and execute contractual documents for customers, including reviewing the compliance of deliverables, invoices and milestones. 
  • Oversees contract performance, serves as point of contact for customers on contractual matters and support Project Managers regarding contract interpretation and claims, and conflicts resolution.
  • Provide guidance on contract matters to Project Managers or other operational staff
  • Provide broad project support by interfacing with Legal & Finance department, e.g. establish and implement non-disclosure agreement, coordinate export control, coordinate contractual insurance requirements. 

Procurement management

  • Coordinate the project procurement process (Procurement Planning, RFI, RFP/RFQ, Negotiation and Contracting, Subcontract execution) with goals to reduce costs, improve quality, and develop best practices.
  • Provide leadership and direction to project team and buyers during procurement process preparation and implementation.
  • Participate in and support the development and implementation of the project procurement strategy to identify key suppliers and potential partnership opportunities.
  • Support the project controls and project reporting process with the maintenance of the project procurement register, tracking progress on all subcontracts, procurement costs, accruals, and overall subcontracts performance.

Requirements

All candidates must meet the following minimum requirements in order to be considered for this   opportunity.  Candidates who exceed minimum qualifications may be considered for a higher level position.

  • Comprehensive knowledge of and experience with contractual matters for complex high-risk project.

  • Demonstrated functional and technical knowledge of nuclear or related industry procurement practices and sources.

  • Ability to analyze complex project issues and implement contractual solutions.

  • Excellent written and verbal communications and presentation skills.

  • Ability to work effectively with all levels of project staff, management and Legal & Finance department.

  • Excellent knowledge of PC-based applications such as MS Office or similar software.

  • Bachelor's Degree in a business, technical or project discipline, or directly related equivalent experience in lieu of degree, plus 5-10 years of related experience in project contract management.

  • Project certifications (CPCM) strongly desired.
