The Project Management Office (PMO) at the Oak Ridge National Laboratory (ORNL) has opening(s) for highly skilled Project Controls/Project Management technical staff members.  The staff in this role will focus primarily on providing project management support to various programs and projects under the ORNL umbrella.  Functions include and are not limited to estimating, cost tracking and reporting, creation, and maintenance of schedules, change control, tracking milestones and deliverables, risk management, and coordinating with project sponsors.

Major Duties/Responsibilities

 

Project Management Leadership

  • Responsible for creating and maintaining project management procedures to support the successful planning, execution, monitoring and controlling, and closeout of laboratory projects.
  • Scope Organization: scheduling using Oracle Primavera P6, estimating, cost monitoring and controlling, risk analysis and change control.
  • Oversee contract project management staff, as needed.
  • Develop and coordinate laboratory wide project management tools and processes and stay engaged with the latest trends within the field.
  • Maintain a strong commitment to the implementation and perpetuation of ORNL values and ethics.
  • Develop/maintain Project Management Systems that facilitate the successful planning and execution of projects.  These systems can include scope management, project planning/scheduling, estimating, risk management, procurement planning, and EVM performance measurement.
  • Assist in the design/development of a Risk Management process to capture project risks, opportunities, and uncertainty.  Incorporate a risk management system to develop contingency for laboratory projects including Monte-Carlo simulation and sensitivity analysis.
  • Develop and implement custom tools, systems, reports and solutions, as needed or requested.
  • Provide monthly project reporting support to include schedule status, cost collection, earned value and chart generation.  Prepare and review monthly progress reports to include activities completed & planned, issues, and cost & schedule variance analysis.
  • Assist in developing and presenting training on project management systems, procedures, policies and standards, and assessment practices.
  • Mentor and advise all levels of laboratory projects in developing and implementing tailored project management approaches to various scopes of work.

 

Requirements

Qualifications Required:

BS/BA preferably in Business, Engineering, or Construction Management with at least 5 years of experience in successfully operating project management systems (cost, schedule, risks, and change control), or an equivalent combination of education and experience. Solid understanding of project controls best practices regarding scope, time, cost, change and risk management.

Significant experience with Oracle Primavera P6, Cobra, and cost processors.

 

Very strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members; Able to adapt quickly and easily to new and challenging situations.

 

Note: This position may require the ability to obtain or maintain a Department of Energy Clearance, which requires US citizenship.  

 

Qualifications Preferred:

  • PMP and other PMI and AACE certifications
  • 10 years of experience with Primavera P6 and possess a solid understanding of best practices and ability to create project schedules, resource loading, incorporating monthly status and creating and maintaining the project baseline.
  • Hands-on experience with performing project controls duties, ideally in a DOE laboratory.  
  • Project experience working in a ‘DOE compliant’ EVMS environment.
  • Experience with the DOE PARS II reporting system.
  • Possess a thorough understanding of the applicable DOE Orders and best-practices governing DOE Office of Science projects, to include EIA 748-C compliant EVM.  
  • Experience with preparing for and participating in DOE Office of Science Independent Project Reviews (IPRs) and EVMS surveillance reviews. 
  • Master’s degree in Project Management or similar applicable field.
  • Current DOE Q security clearance.
