 Job Position Summary


Argo Systems is seeking a Senior Project Controls Specialist in the Baltimore area who will support and lead the project controls scheduling effort for multiple projects throughout the east coast of the US as part of the Business Operations team in our Public Utilities and Healthcare Divisions.

This will include the development and implementation of project schedules in Oracle Primavera (P6), establishing best practices and processes aligned with Argo’s business and financial management systems.
Critical for success are the abilities to possess organizational skills, demonstrate critical thinking, and communicate effectively. This key position will assist the program managers in the planning, set up, and monitoring of projects within their respective divisions.

 Responsibilities:

Development and implementation of project scheduling processes

  • Lead the development of project controls scheduling processes to align with the business and financial management system.
  • Recommend and provide best practices in project controls scheduling.
  • Work with Project Controls Manager to establish project controls for new projects.
  • Facilitate the PDCA cycle of project controls processes and provide guidance where improvements are indicated.
  • Ensure compliance with applicable policies and procedures (both internal and customer requirements).

 Scheduling-related duties

  • Create, maintain, and update CPM project/program Primavera P6 schedules, including cost / resource loading and management, to support projects in both the Utilities and Healthcare Divisions.
  • Responsible for project tracking, risk analysis and communication of project cost, scope and schedule.
  • Document, monitor and communicate project milestones and risks with appropriate stakeholders.
  • Review actual progress versus planned progress to determine trends. Assess the impact of critical path and near-critical activities and report same to project management.
  • Oversee the analyses of trends and develop options for corrective action, to include performing an analysis upon various alternatives and presenting recommendations to project management.
  • Actively participates in the development of solutions to a variety of project scope and complexity challenges.
  • Review and analyze contractor schedules for compliance with contract documents and reporting requirements.

 Cost Engineering-related duties

  • Oversee the analysis, review, and forecast, on project cost performance, including the status of committed costs against approved budgets.
  • Assist in the development of options for corrective action, to include performing an analysis upon various alternatives and presenting recommendations to contract and project management.
  • Attend project management meetings and be prepared to discuss issues and answer questions relevant to project costs, commitments, and forecasts.
  • Prepare written, tabular, and graphic reports that communicate project cost and schedule status periodically and as required.
  • Support the project teams in change order administration.
  • Support the project teams in assessing claims for additional cost and / or time extensions.
  • Report detailed information, analyze financial data in support of project cost/schedule status and follow established procedures while contributing to the completion of organizational projects and goals.
  • Work with internal team, external vendors and customers as related to the project management team.
  • Provide accurate sources of revenue and cost data for inclusion in forecasting exercises.
  • Ability to build and maintain bottom-up estimate at completion on all project types, meet deadlines for submissions, certifications and provide management with ongoing status of EACs.
  • Oversee project revenues and expenditures to verify that projects are being executed within budgetary guidelines and the project plan.
  • Typical work duties include preparing and presenting project financial status, creating annual project budgets and forecasts, and perform project monitoring, data entry and collection to determine if a project is progressing according to budget.
  • Act as an integral member of the Project Controls team.
  • Work with Project Controls Manager to ensure accurate project and forecasting data and program execution.

 Project Estimating

  • Provide support to bid evaluation and planning efforts.
  • Develop and maintain database of bid submittals and actual project costs.

 

 

Requirements

Experience

At least 5 years’ experience in developing, monitoring, and updating of integrated project plans and schedules; estimate and forecasting of project costs; and provide analyses to support the various programs.

Qualifications

  • Academic/Formal Training: Bachelor’s degree in Business or Technical Field.
  • Job Related/Experience: 5-8 years related experience, or in lieu of Bachelor’s degree, a minimum of 10-15 years relevant experience is required.
  • Must be proficient in the use of Primavera P6 scheduling software.
  • Expert user of MS Office 365, specifically MS Excel and MS Teams
  • Working knowledge of SharePoint and PowerBI.
  • Must possess strong written and verbal communication skills, as well as excellent interpersonal skills.
  • Must be detailed-oriented and have strong analytical, problem-solving, organizational, and written/oral communication skills.
  • Experience in financial forecasting/cost loaded schedules.
  • Candidates must possess a strong background working with multiple contract Types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M;), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.
  • This position requires the ability to complete assignments of moderate complexity on time within a fast-paced environment.
  • Ability to learn new process tools, multi-task and remain composed in spite of competing time, project manager and management requirements.
  • Requires the skills to create courses of action and proactively solve problems by conducting research, conceiving and developing new and innovative ideas, theories, and/or solutions, and predicting possible outcomes.
  • Must possess the ability to be creative, thoughtful, and prepare/present what-if scenarios.
  • Analytical, communication and presentations skills needed as well as the ability to operate independently and as a strong member of a team.
  • Experienced and confident briefing program information to Senior Leadership of the company.
  • Ability to work in a matrixed environment to work multiple possible programs simultaneously.
  • Able to travel as needed from the project main office located in Silo Point, Baltimore.  Travel will vary on individual project assignment. The branches and associated geographies this individual will need to support includes the Mid-Atlantic region of the U.S.  (Maryland, Washington, D.C., Virginia). Projects may exist outside of assigned geography.
  • All candidates must have the ability to professionally speak, read and write English.
  • Must be able to legally work in the United States.

  • Project Management Professional Certification
  • AACE International Certification
  • Program management and/or coordination, SDLC (Systems Development Life Cycle) process management
