Minimum/Required Qualifications:

Fluency in EVM terminology (including Cost Performance Index (CPI), Schedule Performance Index (SPI), Cost Variance (CV), Schedule Variance (SV), Earned Value (EV), Actual Cost of Work Performed (ACWP), Estimate at Completion (EAC), Float, Critical Path, etc.).

Two years of experience with new build ship construction scheduling.

Expertise with Primavera (P6) or MS Project scheduling tool.

Experience performing cost estimating, forecasting, variance analysis, scheduling and base-lining according to earned value and basic accounting principles.

Experience multitasking.

Excellent oral and written communication.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per OSUStandard 576-055-0000 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

Preferred Qualifications:

Master of Science degree in Project Management or related field (Business Administration, Accounting, Business Analytics, etc.)

Experience with other tools such as MS Project, Open Plan, Artemis, Pertmaster, EPM Live, MS Access, Filemaker, or Structured Query Language (SQL) Server.

Experience creating simple to moderately complex databases based on specific user requirements.

Experience directing/evaluating supplier cost/schedule data and systems to determine whether design, production, integration, and test events yield a producible, effective, operational product within the schedule, and cost requirements of the program.

Experience with large project financial reporting

Experience working with or supporting government sponsored research projects, Federal Acquisition Regulations, and/or other federally funded programs or projects.

Experience with the management of NSF cooperative agreements.

Industry-Government recognized certification in fields related to Earned Value Management.

Project Management Institute (PMI) certification.

A demonstrable commitment to promoting and enhancing diversity.
