$109,162 - $114,314 per annum
One (1) permanent position, 40 hours per week

The duties for this position may involve but are not limited to:

  • Meet with and coordinate internal and external resources, perform detailed analysis of vendor products and internal business processes to advise on application selection.
  • Monitor and supervise the design and implementation phases to ensure adherence to schedule and budget, as well as compliance with the business needs and to maximize integration between various systems.
  • Review and advise on vendor contracts and agreements.
  • Prepare Request for Proposals (RFP) documents, evaluating responses and making recommendations; prepare design specifications of business requirements for applications/systems.
  • Review and assess existing policies and operational impacts in conjunctions with technological solutions.
  • Prepare reports on alternatives with recommendations based on analysis comparison of the financial, risk and, user requirements.
  • Mentor existing York Regional Police IT staff on project management procedures and guidelines.
  • Prepare and monitor project budgets.
  • Supervise IT project staff and manage internal and external resources working on assigned projects.
  • Recommend standards and policies to support the proper use of technology by YRP staff and impacts on existing policies.
  • Create and maintain statement of work, project charter, scope documents and project plans, and prepare weekly management status reports.
  • Provide input into decisions and recommendations as part of organizational IT committees.



  • Successful completion of a four (4) year university degree in Computer Science or Business or related.
  • Minimum of five (5) years of experience in leading and managing large scale information technology projects including budgets, resources, and communication. Previous experience must include more than three (3) years of successful people management.
  • Project Management Professional (PMP) certification required.


  • Strong organizational, communication and supervisory skills to manage staff and provide leadership and motivation.
  • Ability to read and understand software contracts and agreements.
  • Knowledge of Versadex CAD/RMS/MDT/MRE and Microsoft tools, including but not limited to Office, MS 365 platform, MS Visual Studio, Visio, Microsoft Excel and Project at an advanced level.
  • Ability to manage numerous projects, work concurrently on several tasks, manage competing deadlines and prioritize own and team’s workload.
  • Strong communication and interpersonal skills to interact with internal members at all ranks and external vendors/contractors/partners to discuss project/product design, implementation, support, updates, changes and troubleshooting to a diverse audience.
  • Experience in a unionized setting is an asset.
