Project Management Advisor

This is a non-status, non-permanent position.  You do not acquire a competitive or excepted service status from this position.  This a one-year (1) renewable contract, with up to four (4) option years.

This position is located in the Office of Program Management – Ministry of Interior (OPM-MOI) in Riyadh, Saudi Arabia. 

The Ministry of Interior (MOI) requested that the Department of State form OPM-MOI to establish a Critical Infrastructure Protection program (CIP) to assist in strengthening the ability of the Saudi Arabian government to protect and secure critical infrastructure and provide public security.  OPM-MOI is a bilateral organization made up of US and Saudi Government representatives; the US section is known as OPM-MOI-US and the Saudi section is known as OPM-MOI-KSA. OPM-MOI-US leads an interagency effort currently including the Departments of State, Justice, Homeland Security, Treasury, and Defense with the possible addition of other agencies and offices in the future.

The incumbent will primarily serve as Program Manager to the OPM-MOI Program Director and Deputy Program Director in all areas of preparation, planning, development, execution, and accountability of diverse projects, both existing and future.  The Program Management Advisor provides program and project management support for all aspects of the OPM-MOI portfolio in accordance with OPM-MOI Governance Requirements.

Major Duties:

  • Provide advice, guidance, and document drafting support to OPM-MOI, Implementing Agencies (IAs), and MOI Sectors on program and project management best practices, tools and methods (developing charters, defining scope, developing project plans, risk management, etc.).
  • Provide project management support and help coordinate project management activities during all program stages of all initiatives and projects, from initiation through closeout.
  • Support IAs in developing Project Management Plans (PMPs) and help coordinate and run project baseline reviews.
  • Actively participate in and/or coordinate efforts and meetings between OPM-MOI, IAs, and MOI to further project planning and execution efforts.
  • Be a full member of, and advisor to, Joint Working Groups.
  • Assist OPM-MOI staff in incorporating project management elements into new initiatives.
  • Track and help coordinate risk management for IAs.  Support IAs in developing risk mitigation plans.
  • Help/advise and work closely with the IAs on addressing project issues and developing and implementing changes to project plans.
  • Assist in producing reports for monthly and quarterly reviews.
  • Develop technical assessments and make recommendations for improving the effectiveness and efficiency of programs, projects, policies and activities where applicable.  Serve as subject matter expert in providing analytic and technical program and project management support.
  • Track and help the organization address Preventive and Corrective actions.
  • Organize strategic planning activities as directed.
  • Develop and deploy standards as needed, identify and implement improvements.
  • Support preparation for organization-wide activities such as Quarterly Program Review (QPMR) and Joint Commission on Infrastructure and Border Protection (JCIP) meetings.


  • Ability to influence employees of Saudi Arabian and US Government organizations to cooperate in the pursuit of common goals.
  • Ability to effectively work as a team in the resolution of conflicting views to promote cooperation and support for national security objectives.
  • Ability to plan and organize activities, prioritize and schedule work, efficiently allocate assigned resources, meet deadlines, work under pressure, and achieve desired results with minimal or no supervision.
  • Ability to identify requirements, establish objectives, develop alternate courses of action, present policy options, and coordinate execution of policy decisions.
  • Ability to communicate effectively in the English language orally and in writing, defend recommendations, negotiate solutions, and represent OPM-MOI in a variety of for a.
  • Experience living and/or working in a multi-cultural environment

Mandatory Requirements:

Salary Details

Additional Benefits:

1.     Relocation expenses for the employee and immediate family to include airfare and pre-contract expenses (passport and Visa issuance) and return to US relocation at the end of the employment period.

2.     Ground transportation – to-and-from work and to all business meetings.

3.     Personal in-Riyadh transportation – for reasonable shopping, recreation, and personal needs, including travel to/from the Riyadh airport.

4.     Access to a health unit that provides first aid, medical consultations, and referral to local medical professionals as needed (contractors are required to have their own medical and medical evacuation insurance in addition to medical clearance from the Department of State’s Office of Medical Services.

5.     Housing, Furnishings, and basic utilities in accordance with family size.  (Residential internet and cable/satellite television are not provided at the government’s expense, but they are readily available in Riyadh.

6.     Education allowance – OPM-MOI will pay for at-post K-12 educational expenses in accordance with Embassy Riyadh policies.

Compensation for Riyadh currently includes a 25% Post Differential allowance in addition to base salary.  These allowances are reviewed by the Department periodically and are subject to change.

Employees are eligible to participate in the Health Insurance Reimbursement program, Medivac Reimbursement program, and are eligible to receive holiday pay, annual and sick leave accruals.
