The Project Management Office (PMO) of the State Court Administrator’s Office (SCAO) is seeking a Project Management Office Manager. A successful candidate will have a proven track record of successful project delivery, demonstrated ability to improve project management practices and substantial team leadership experience with a focus on team development. This role requires using extensive background, knowledge and experience in project and portfolio management, continuous process improvement, and strategic visioning to lead the Project Management Office. This position will manage a team of 10 project managers to drive effective and efficient completion of the strategic enterprise projects for the Minnesota Judicial Branch and will report to the Manager of the Strategic Planning and Projects Office.


This full-time position is classified as an Information Technology Manager and will work predominantly normal business hours, Monday-Friday. Hybrid or remote work arrangement options can be discussed with the Manager of the Strategic Planning and Projects Office and are negotiable. In-person work would typically be conducted at the Minnesota Judicial Center in downtown St. Paul, Minnesota. The Minnesota Judicial Branch offers a comprehensive benefits package. The following are examples of major job duties expected for this position to perform:




  • Set the strategic direction of the PMO through planning and direct the work of the Project Management Office (PMO). This work includes reviewing and updating project and portfolio processes, practices and tools that are used by project managers in the PMO. Responsible for monitoring and reporting on portfolio status, developing, maintaining, and ensuring PMO standards and best practices are followed, and actively managing stakeholder relationships. Synchronize practices with the Branch’s project prioritization and management process, the Enterprise Portfolio Management (EPM), and the Portfolio and Project Management (PPM) Tool to maximize efficiencies in project prioritization, management, and execution.

  • Manage, supervise, onboard, coach, and mentor assigned professional staff (program and project managers) so that they can work cohesively and collaboratively to support each other and their project teams. Through coaching and supervision, support professional project management staff with all aspects of project management, including budge tracking. With staff collaboration, develop and continuously improve PMO tools, templates, and processes focusing on driving projects efficiently and effectively.

  • Champion change through incorporating Organizational Change Management strategies into the Project Management processes, practices, and tools. Collaborate within the Strategic Planning and Projects Office team on identification of change management needs and development of solutions. Responsible for leading change initiatives within the PMO as well.

  • Serve as a liaison or representative of the Strategic Planning and Projects Office by serving on committees, developing and delivering presentations to leadership groups, customers or stakeholders and at conferences.

  • Develop relationships with internal and external customers and stakeholders to effectively support the strategic initiatives and projects of the Minnesota Judicial Branch.



Any combination of education, training, and work experience which indicates possession of the knowledge, skills, and abilities listed below will be considered.


Minimum Qualifications:

  • Possession of a Bachelor’s degree in computer sciences, business or public administration, or a related field.

  • 5-7 years of experience in the field of information technology related to the functional area of assignment, including supervisory experience.

  • Access to reliable transportation for ability to travel throughout the state of Minnesota.

Knowledge, Skills, and Abilities:

  • Considerable knowledge of and ability to apply knowledge of conflict resolution and problem solving.

  • Knowledge of budgetary procedures for a public organization.

  • Thorough knowledge of supervisory principles, techniques, and practices, including work planning, assignment, coaching, performance management and evaluation, and training.

  • Thorough knowledge of recent developments in the field of project management (IT and non-IT).

  • Ability to predict and respond well to change, as well as lead direct reports and teams through change

  • Ability to work effectively with people from diverse backgrounds and with diverse opinions, styles, perspectives, and preferences.

  • Ability to build, develop, and maintain relationships within the organization and with key external partners/stakeholders and skill in navigating difficult, challenging, and political situations.

  • Ability to communicate, both orally and in writing and to translate technical terminology in terms understandable to non-technical employees.

Preferred Qualifications:

  • 7+ years of experience in project/portfolio management.

  • 5+ years of experience in managing direct reports.

  • Project Management Professional (PMP) credential from the Project Management Institute (PMI) or equivalent experience.

  • Experience in managing or overseeing Agile projects.

  • Scrum Master Certification.

  • Experience managing a Project Management Office with IT and non-IT project projects a plus.

  • Participation in a leadership development program within the Minnesota Judicial Branch or externally a plus.
