Project Manager/Administrator II (pending vacancy):  Professional work in stormwater programs including capital improvement project management and implementing division programs. Duties include planning and design, budget, contracts, implementation, and tracking deliverables. Manages elements of environmental programs including design, setting goals, budget, contract management, data gathering, data management, and presentations. Supports watershed management planning through development of scientific information and by implementing environmental solutions in the community.

Duties:

Manage Projects

  • Manages projects that support Public Utility Department initiatives including studies, feasibility reports, and capital improvement project design, permitting and construction for Stormwater programs.
  • Oversees the planning, implementation and tracking of projects with specified budget and deliverables. Plans, organizes and directs the work of consultants which includes developing scopes of work and bid specifications, negotiating, securing contract approvals, managing budgets, tracking and ensuring timely and complete deliverables, approving invoices, tracking the project and reporting to grant agencies and upper management. 
  • Good financial judgement is needed to manage all financial aspects of projects such as budgeting estimates, identifying grants, and managing payments. 
  • Site visits are performed regularly to inspect project sites, oversee contractors, document project components and provide information to refine scopes of work. 
  • Manages communication with the community stakeholders and affected partners to ensure a successful project. Presentations are required to audiences varying from the County Commission, local government agencies, regional audiences and community groups. 
  • Works closely with upper management and other departments to ensure the direction of projects is in alignment with strategic planning.

Support Science Initiatives

  • Provides professional level expertise for environmentally focused water quality, biological, and sediment projects. Provides professional input for project planning and implementation that may involve, water quality impairments, TMDLs, oyster restoration, watershed management plans, habitat improvements, biological indices, water quality level of service, stormwater or wastewater reuse, GIS mapping, pollution prevention, bacterial source tracking, natural habitat improvements, permit applications, database management, water supply, sediment management, or stormwater retrofits. 
  • Plans, develops, conducts and presents special studies related to projects that can involve statistical and technical analysis. 
  • Provides professional input and support for capital improvement project monitoring and other stormwater sampling programs. This can include field monitoring on a marine vessel and potentially using snorkel or scuba equipment.

Requirements

Minimum Qualifications:  Bachelor’s Degree from an accredited college or university in biological or physical sciences, engineering, project management, business or a related field and 3-4 years related professional experience. A Master’s Degree in one of the above areas may substitute for one year of required experience. Project experience by substitute for education on a year-for-year basis depending on the type of experience.  Ability to obtain Project Management Professional certification within one year.  A valid Driver’s License is required.

 

Preferred Qualifications:  GIS, negotiating skills, presentation skills, data analysis, and reporting. Familiarity with issues specific to southwest Florida is preferred. Experience with local marine waters including snorkel or scuba assisted monitoring preferred.
