Minnesota Valley Transit Authority (MVTA) is seeking a strategic and forward-thinking professional who is passionate about collaboratively driving effective change. MVTA serves as the public transportation agency for seven suburbs south of the Twin Cities within the large population of Dakota County and rapidly growing Scott County. This is an exciting opportunity for a seasoned Project Manager to make a broad impact, helping to shape the way MVTA serves our communities.

 POSITION SUMMARY

Under general work direction of the Chief Executive Officer, the Project Manager works closely with Departments within MVTA and external stakeholders applying Project Management expertise to implement MVTA’s strategic goals, vision, and mission. This position is responsible for all phases of the assigned project ensuring required tasks are performed on time and within budget. Specific responsibilities include planning, staffing, scheduling, budget management, quality control, safety, and coordination of contractors, consultants, and internal technical and support staff.

Projects may include the following or similarly complex assignments: Transit Oriented Development (TOD), Transit Station Construction/ Modernization, Bus Garage Modernization/ construction, Bus Rapid Transit (BRT) implementation and customer amenities modernization. The incumbent Project Management skills may be called upon to manage internal projects such as enterprise system and sustainability efforts implementations.

JOB DUTIES OR ESSENTIAL FUNCTIONS

  • Manages client relationships and develops project scopes, negotiates hours, prepares reports, develops, and maintains schedules and budgets, directs, and mentors project staff, and ensures quality reviews are complete. The Project Manager is also responsible for the identification of scheduling and cost variances and the implementation of recommendations for corrective action for negative variance.
  • Responsible to research potential grant and bonding opportunities, develop grant and bonding funding strategies; complete/ manage necessary program, consultants, and application materials for assigned projects.
  • Manages the review and evaluation of changes to technical, engineering, construction specifications. Leads and manages consultants’ activities on all aspects of the project. Resolves issues associated with contract fulfillment. Manages the process of resolving issues that arise between MVTA staff and the contractors. Ensures deliverables meet contract specifications, timetables, and budget.
  • Ensures program management of project closeout program to include coordination and completing contract specifications, procurement, and budgeting.
  • Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. 
  • Responsible for allocating costs to appropriate projects and for the timely and accurate review and approval of applicable invoices.
  • Conducts project status meetings with staff. Conducts project status briefings for Authority Officers; the Chief Executive Officer; MVTA Board Members; Federal, State, and Local Government Offices; and Local Civic Organizations as required. Ability to educate on project needs, benefit analysis, and return on investment per assigned project.
  • Coordinates all major events on the project by assisting various departments to solve mutually dependent items, calling conferences when necessary and chairing meetings. Establishes and maintains liaisons with individuals and organizations using an integrated program approach and matrix management. Assists lead departments in obtaining major approvals and agreements from city, state, and federal agencies to assure project schedules and goals are met.
  • Reviews and comments on the Project Scope to ensure that program needs, schedule and costs are adhered to; coordination occurs between various departments and aspects of the project; and project elements are cost effective.
  • Manages the capital projects plan in accordance with departmental and agency priorities established in the five-year plan.
  • Additional responsibilities include team member development including making work assignments, directing, and mentoring junior staff, and providing technical and quality guidance.

Requirements

MINIMUM QUALIFICATIONS

To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience, and training required.

Education

Bachelor’s Degree, desired in Project Management, Engineering, Urban Planning, Construction Management, Business Management, or related field

Experience and Knowledge

  • Minimum five (5) years of Project Management experience
  • Demonstrated knowledge of technical, contractual, and administrative aspects of all phases of project management, including budget adherence
  • Demonstrated experience effectively facilitating projects and communicating with stakeholders in a multidisciplinary environment
  • Advanced experience presenting information and public speaking
  • Familiarity with Project Management software
  • Demonstrated ability to manage projects with high level of complexity and value impact
  • Experience with modern office procedures, methods, and equipment including computer applications, spreadsheets, and statistical databases; personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports

Trainings, Certificates, and Licenses

  • Certified Professional Project Manager (CPPM) Certificate, Project Management Professional (PMP) Certification or ability to obtain within 1 year
  • Valid MN Driver’s License

Experience

  • Eight (8) years of Project Management experience
  • Project management experience in the public sector
  • Knowledge of transportation and engineering principles and practices and their application in the public sector
  • Demonstrated ability to effectively manage large-scale, high-dollar projects

Trainings, Certificates, and Licenses

Project Management Professional (PMP) Certification.

COMPLEXITY

The overall complexity of this position is advanced. While performing the normal duties of this job, work demands great depth of analysis to identify the nature and extent of problems, develop new methods, and deal with many variables including some that are unclear or conflicting. This is in addition to work that requires many different processes and methods.
