The Project Manager is responsible for high level management, oversight, delegation and execution of the Project Management Office. The incumbent will provide oversight and management of major IT and University projects through coordination of the project teams, and all resources necessary for successful implementations. This includes establishing and defining the scope, budget and timeline for projects under direction of University governance. The individual will manage and supervise a professional project financial analyst and a senior project coordinator. The office will ultimately be responsible for coordinating with University departments in developing Request for Proposals (RFP) and/or Statements of Work (SOW), assisting in vendor analysis and contract selection and managing the coordination of work with vendors and University Staff. In addition, the incumbent will be responsible for ensuring compliance with University policies and procedures, and State and Federal Regulations. Primary duties will include the following activities.

Position Responsibilities:

  • Analyzing economics of project plans and provide actionable feedback relating to cost benefit and return-on-investment for University proposed and/or approved projects.
  • Developing comprehensive project plans and schedules that merge customer requirements with university goals. This will include directing and coordinating tasks to be completed by project administrators, subject matter experts, and technical personnel for all project phases, from initial development through implementation.
  • Ensuring project activities are adequately documented. There are policies and procedures for creating and maintaining project plans, schedules and project documentation. Documentation will clearly define activities, sequence of events, dependencies, work effort, duration and associated resource requirements.
  • Preparing progress report on measurable items, such as deliverables, and milestones of the projects. - - Generating & distributing reporting metrics and Key Performance Indicators (KPI) to management.
  • Communicating proactively with all involved personnel to provide encouragement, identify problems, create solutions, and implement internal controls and efficiency improvements.
  • Managing expectations with all constitutes, and presenting to senior management, the Board of Trustees and others throughout the organization about the project portfolio.
  • Managing work product/initiatives against the contract/customer deliverables in order to ensure compliance and accountability.
  • Managing a change management process for reviewing proposed modifications on project plans, including meeting with interested parties to approve and implement beneficial changes.
  • Oversee acquisition of resources and materials as needed before and during projects by talking with customers, team members, managers, and in-house resources.
  • Anticipate details of future projects by actively listening to customers and internal resources.
  • Continuously maintain knowledge of relevant trends and industry news
  • Bring continued innovation and improvement to the project management platform and processes as part of the PMO team.
  • Successfully oversee multiple, concurrent projects.
  • Plans and assigns work as needed or directed and will monitor staff performance
  • Assists in managing and planning strategic NEIU project goals and planning.
  • Serves as Financial Manager to the office by providing budget planning for office functions.
  • Develops policies and procedures as it related to departmental and/or University needs.

Minimum Qualifications:

  • Bachelor's degree in Computer Science, Information Technology, Project Management or related field of study, or equivalent work experience.
  • 5 years in IT Design, Software Automation, Technical Project Management and/or Change Management
  • Experienced in Vendor selection, negotiation and contracting
  • Demonstrated experience managing multiple, concurrent projects involving cross-functional teams within budgetary and schedule constraints
  • A demonstrated ability of being proactive to problem-solving and the ability to anticipate client needs.
  • Strong teamwork, communication (written & oral), client management and interpersonal skills.
  • Intermediate or advance experience for Microsoft or Project Management Software tools

Preferred Qualifications:

  • Project Management Professional (PMP), or similar certifications
  • Master's Degree in noted fields of experience
  • Experience in higher education
  • Consulting firm experience
