The Senior Clinical Operations Project Manager role supports the project management needs of two clinical portfolios: the Seniors’ Health & Ambulatory Care and the Rehabilitation & Palliative Care Program.  The position has a dual reporting relationship to the Senior Clinical Program Directors of the respective programs. Taking direction from the Senior Clinical Program Directors, the Project Manager II will work with the Clinical Program leaders including PCMs, Educators, Physicians, Nurse Practitioners and Inter-professional leaders.  The Project Manager II will also work with leaders from the Corporate portfolios including Decision Support, Human Resources, Finance, IT, Quality and Patient Experience.   Primary Responsibilities: The overarching goal of the Project Manager II role is to provide consistent, high quality, project leadership across the 5 phases of project life cycles, for multiple projects:

  1. Project Initiation
  2. Project Planning
  3. Project Execution
  4. Project Monitoring
  5. Project Closure.

The projects that the Project Manager II projects will include but not be limited to:

  • Operational excellence
  • Quality improvement
  • Process /service improvement
  • Process /service innovation
  • Process/ service redesign
  • Program development
  • Quality of work life (Joy in Work)
  • Recruitment and retention
  • Patient Experience
  • Length of Stay

The Project Manager II is also responsible for developing and maintaining each Program’s Project Management Strategy.  This includes:

  • Establishing a project inventory for each Program
  • Creating a project assessment and prioritization rubric
  • Maintaining a list of upcoming projects and prioritizing project initiations in context of Program goals, existing workload, and projected timelines.

The Project Manager II is also responsible for ensuring effective Project Communication. This includes:

  • Developing a Project communication plan for each project
  • Developing a Program communication plan for all projects
  • Developing and maintaining a Project Calendar
  • Utilizing all project communication tools, methodologies, and best practices 


Qualifications and Skills:

  • Completion of a recognized Bachelor’s Degree required; Regulated Health Profession or Health Care Administration preferred. 
  • Three (3) to Five (5) years project management experience in a health care environment required; hospital sector experience preferred.
  • Project Management Professional (PMP) certification required.
  • Certification in Lean Methodology strongly preferred.
  • Solid knowledge of the provincial health care system with a strong understanding of the role of the hospital sector
  • Demonstrated experience in project facilitation, collaboration and negotiation with multiple stakeholders/service providers required
  • Strong knowledge of operational excellence, quality improvement, change management and process redesign concepts including lean/six sigma.
  • Software excellence with Microsoft Word, Excel, PowerPoint and Visio required
  • Strong data visualization skills required
  • Excellent verbal and written communication skills with the ability to communicate information and ideas, in a manner that is easily understood by necessary stakeholders
  • Excellent organizational and time management skills
  • Tenacity and persistence in the ability to deal with situations where information is difficult to obtain, complex or ambiguous
  • Strong knowledge of clinical provision of care and department processes with the ability to use clinical data for improvement
  • Strong analytical and critical thinking skills with the ability to analyze complex problems, interpret data in support of process redesign
  • Meticulous attention to detail
  • Ability to work efficiently and independently
  • Demonstrated team player with the ability to be flexible and adaptable to change as required
  • Demonstrated commitment to and understanding of the Hospitals Mission and Values.
