Position Summary

 

The Project Manager, IT is a member of the Information Technology leadership team.  The Project Manager will apply project management, leadership skills, and experience in delivering projects within specifications, on time, within budget, and with high customer satisfaction. Projects/programs typically span multiple business units or are company-wide, and requiring a high level of coordination amongst the cross-functional teams.  The role will lead multiple complex projects with internal customers and vendors throughout the lifecycle of a project. The Project Manager must have excellent oral and written communication skills. The Project Manager will also have experience managing teams on site and remote and should have a firm sense of accountability and ownership for end-to-end project lifecycle.  

 

Duties and Responsibilities

 

  • Delivers technical solutions within the constraints of schedule, features/functionality, and budget
  • Manages the work to deliver an integrated solution usually composed of products, services, or a formalized solution offering
  • Conducts end-to-end project management of multiple projects and may also manage sub-components of a large program
  • Defines project/program scope and objectives, guides activities of a project/program team including delegating tasks to team members, identifying resources, and establishing the timeline for deliverables
  • Leads cross-functional teams to complete projects or program deliverables within allotted timeline and budget
  • Oversees all phases of Project Life Cycle - Design, Development, Testing, Execution, and Coordination
  • Establishes a strategy of continuous risk management that enables proactive decisions and actions throughout the project life cycle and creates an environment to support it where the project team has visible, measurable, and repeatable processes for managing these risks
  • Executes established (as mutually agreed to) policies and procedures for the project, g., quality assurance, team reference guide, communication plan, and setting up the environment.
  • Maintains the Master Project Plan to include risk log, stakeholder register, communications plan, and schedule
  • Collects, reviews and publishes project status with regard to resources (people and optionally funding/cost), schedule (time), stakeholder management, and features (the solution and its quality) that influence project performance and completion
  • Develops detailed work plans, schedules, estimates, resource plans, and status reports
  • Conducts project/program meetings and is responsible for project/program tracking and analysis
  • Ensures adherences to quality standards and reviews project/program deliverables
  • Manages the integration of vendor tasks, and tracks and reviews vendor deliverables as necessary
  • Mentors and provides guidance to the project team
  • Recommends and acts to direct the analysis and solutions to issues
  • Communicates effectively to senior level management and executive leadership
  • Supports the design and implementation of the PCORI Data Warehouse and Business Intelligence systems
  • Manages Business Analytics projects consisting of collecting business user requirements, systems technical design, system configuration, solution testing, implementation, and support
  • Oversees software development for CRM system on Salesforce
  • Develops best practices and tools for project execution, management, training, and support
  • Reports on and analyzes the progress of the projects
  • Conducts all Scrum ceremonies, including Sprint Planning, daily Scrum Meetings, Sprint Reviews, and Sprint Retrospectives
  • Acts as the program owner for the Scrum team, and the Scrum Master for the integration team
  • Schedule Scrum meetings with developer team to discuss scope, build, design, LOE, and submit for approval
  • Submits deployment plan for approval, and schedule deployment date and time after hours
  • Oversees deployment during off-hours
  • Coordinates with Ops and Q/A team to ensure proper testing, training and hand-offs

 

Requirements

Required Skills

  • Extensive knowledge of MS Office Suite, including MS Project and Planner, required
  • Extensive knowledge of system and software development lifecycle methodologies (SDLC)
  • Strong presentation skills both oral and written with the ability to lead meetings
  • Excellent communication, problem-solving, and analytical skills
  • Excellent organizational, process-orientation and time-tracking skills
  • Solid business process understanding including the ability to diagram a process and suggest improvements to methods
  • Ability to collaboratively work with diverse groups of individuals
  • Extensive knowledge and demonstrated ability to perform strategic planning
  • Must have the ability to work independently with a high degree of initiative and have the ability to multi-task
  • Proficient in conflict resolution and comfortable working with technical and business teams
  • Superior analytical skills and operational modeling capabilities. Excel mastery a must.

  • Demonstrated knowledge and understanding of Data Warehouse and Business Intelligence concepts
  • Demonstrated understanding of ETL and reporting processes as they relate to project delivery
  • Experience in Data Engineering, Analytics and/or Data Science
  • Demonstrated ability for facilitating strategic change to meet mission objectives in a continuously changing environment, ensuring tactical and strategic operational alignment with mission goals and objectives

Required Experience

  • Bachelor's degree in Computer Science, Information Systems, or related field, MBA preferred
  • 7+ years of professional experience with 3+ years’ experience managing complex interdepartmental projects
  • 2+ years of experience in supporting Salesforce systems development projects
  • 2+ years of Data Warehouse and Business Intelligence experience
  • Project Management Institute (PMI) certified Project Management Professional (PMP)
  • Certified Scrum Master (CSM)
  • Applied experience in Waterfall and Agile methodologies
  • Specific knowledge of relational and multi-dimensional databases and related business intelligence software
  • Experience managing a large data warehouse environment
  • Extensive experience with Business Process Management, Effective problem solving, facilitation, collaboration, negotiation and influencing skills a must
  • Experience using JIRA to manage Kanban and Scrum projects
  • Demonstrated experience analyzing complex requirements and schedule constraints using schedule, cost risk, and benefit analysis
