The Project Manager is directly responsible for managing, providing business analysis and advocating for IT-related projects that contribute to the mission of the University by transforming business capabilities and implementing technology that improves and sustains campus effectiveness, efficiency and innovation. They partner with university executive sponsors and business owners to evolve needs and ideas into informed proposals that lead to approved, chartered and resourced projects. The position monitors project-related risks and implements approved mitigation actions to deliver high-value solutions on time, within budget and achieving the objectives. They assist with the creation and maintenance of policies and procedures based on latest strategies, tools and terminology to improve the effectiveness and efficiency of the Project and Service Management team’s processes.

Key Functions/Responsibilities/Tasks:

Project Management: Provides project management of high-risk, inter-organizational efforts to ensure their successful on-time completion in meeting the measurable business objectives stated in the project charter within budget.
•    Leads scoping and planning of multiple projects with varying time frames and deliverables based on priorities, schedule, and resources
•    Communicates project status, task schedules and issues to executive sponsors, project team members and other project stakeholders
•    Procures services and products in accordance with the State of Maryland, University System of Maryland and University of Baltimore’s guidelines
•    Solicits input and support from resource managers and business owners to facilitate project work, scheduling of resources and issue resolution
•    Ensures the completeness of project business and technical requirements for changes to existing and/or new business processes
•    Oversees and manages vendor relationships and activities of project consultants through status reports and tracking
•    Follows industry and University project portfolio management’s standards
•    Creates project management documents, including but not limited to project evaluations, project charters, communication plans, project status updates, responsibility matrices, production turnovers and project closures
•    Reviews and edits project documentation from projects managed by other project managers

Change Management: Leads the change management activities related to projects in support of awareness and adoption of business operations modifications.
•    Identifies and evaluates the change impacts and benefits for planned project scope items and unplanned issue remediation
•    Advocates for the implementation of proposed project-related business process modifications and communicates the reason for the changes with the executive sponsors and stakeholders to provide awareness and obtain approval
•    Oversees the project change request process and manages the change throughout the project stages
•    Acts as a liaison for the change by engaging with and supporting the project team, preparing the affected business areas for the transformation
•    Assists with building, supporting and improving the Project and Service Management team by providing input on guidelines, informational pages (web and SharePoint) and other supporting documentation
•    Reviews, edits, approves and implements OTS web page changes from other OTS units

Service Management: Administers the work management application to improve the effectiveness and efficiencies of the University by providing request intake forms through a service catalog, transparent issue/request tracking for multiple areas, dynamic workflows for approvals and tasks, capacity planning for staff, and project management.
•    Designs and creates service catalog structure and request forms supporting the business processes for business processes of the University
•    Develops and implements workflows to support the task assignments and approvals
•    Supports OTS staff, acting in the project manager role with the project management function in the work management application
•    Trains University staff on the use of the work management application
•    Assists with the administration of the work management and provides tier 2 support for escalated issues and enhancement requests
•    Collaborates with resource managers to enable capacity planning for their staff
•    Participates in user groups and performs research to improve the functional offering of the work management application

Risk Management: Analyzes and manages the corrective actions taken to minimize the impacts of the realization of project risk.
•    Identifies and assesses project-related risks to develop strategies to mitigate or avoid the threats to successfully achieving the objectives of the efforts
•    Implements mitigation strategies with the project team
•    Monitors risk management activities and communicates to the executive sponsors seeking corrective action input, approval and support


Required Education:
Bachelor’s Degree and work toward a business certification, such as Project Management Institute’s Project Management Professional.

Preferred Education:
Bachelor’s degree or higher in an IT-related field

Required Experience:
•    Five years’ experience of managing IT projects

Preferred Experience:
•    8 years of progressively more complex IT project management experience, such as managing cross-organizational teams or implementing enterprise applications
•    3 years in higher education
•    Experience in higher education working across technical and functional teams
•    Experience using ITIL or other industry standards
