Are you looking for a new challenge? If so, West County Wastewater (WCW) is looking to add experienced and highly motivated Project Managers to our Capital Program Team.

WCW is seeking qualified candidates to fill one full-time permanent Project Manager vacancy, and one Project Manager-Limited Term vacancy; and create an employment list that may be used to fill future vacancies as they occur during the active status of the employment list.

The WCW Capital Program Division is undertaking several capital projects over the next few years. To achieve the desired outcomes, we will need to employ a number of limited-term Project Managers as well as the permanent position we are currently recruiting for. This position serves as Project Manager on midsize and small or less complex capital projects, and assists the Senior Project Manager and/or Capital Program Manager on larger/more complex capital projects, coordinates and directs capital improvement projects for the District from inception to final completion and warranty period. The Project Manager is responsible for the management of work related to the planning, design, bidding, construction, start-up and warranty phases of a variety of District capital projects.

The Project Manager is responsible for development and implementation of project work plans, and management of project scope, budget, schedule and quality control. The Project Manager may conduct master and facility plans, studies and reports, environmental documentation, property/right of way acquisition, professional services contract procurement and management, design, design management, bid period services, construction contract administration/management, oversee facility start-up including functional, operational and performance testing. The Project Manager must communicate clearly (both verbally and in writing), concisely and effectively with the project team, consultants, contractors, the community, the Board and other project stakeholders.

During the ongoing COVID-19 pandemic, this position may work remotely, with occasional need to visit the District offices and facilities.

THE IDEAL CANDIDATE WILL HAVE THE ABILITY TO:

Manage capital improvement program projects, including master/program plans, planning studies, design, consultant planning, design and/or construction contract administration/ construction management and may perform construction inspection.
Understand and apply modern project management principles, theory, techniques and equipment, using practical hands on field operations experience, to the management of a variety of capital construction projects.
Prepare RFPs, RFQs, and Invitations to Bid; assists in the negotiation, preparation and administration of professional services and construction contracts.
Develop, manage and administer project scopes, budgets and schedules.
Direct the project team, including but not limited to, construction inspectors, drafters, administrative staff and professional services consultants.
Prepare or direct the preparation of progress payments, change orders; completes reports, including text, charts, maps, diagrams and sketches.
Prepare project status reports and make oral and written presentations to staff, supervisors, regulatory agencies, elected officials and the public.
Troubleshoot and apply modern methods and techniques used in the study and analysis of wastewater reclamation: evaluating alternatives and recommending or adopting effective courses of action.
Perform or direct investigations, design, drafting, survey, mapping and data collection tasks, reviews completed work and evaluates staff performance.
Coordinate work between contractor and department project team.
Understand, interpret, explain and apply laws, regulations, ordinances and policies applicable to program responsibilities.
Prepare clear, concise and comprehensive reports, correspondence and other documents appropriate to technical and non-technical audiences.
Ensure the maintenance of all required files, records and documentation.
Communicate clearly and effectively, orally and in writing.
Use modern technology to complete daily work and provide efficiencies.
Facilitate project related meetings with project team and stakeholders.
Identify and assess project risks as they relate to the District.
Think critically and objectively when addressing project related issues.
Successfully manage multiple projects with competing priorities.
Maintain organization throughout project life cycle to ensure efficient project delivery and accurate reporting.
Establish and maintain effective working relationships with WCW management, staff, representatives of other agencies, external stakeholders, the public and others encountered in the course of work.

ABOUT WEST COUNTY WASTEWATER

West County Wastewater (WCW) is an award-winning wastewater treatment and resource recovery agency that collects and treats wastewater for reuse. Both WCW headquarters and the treatment plant are located in Richmond, CA, several miles from one another. The WCW customer base of approximately 100,000 residents is within a service area that incorporates 34,000 residences and 2,450 commercial/industrial businesses within the cities of Richmond (northern subdivisions & north Richmond, San Pablo and designated sections of Pinole). It also serves the communities of El Sobrante, East Richmond Heights and the surrounding unincorporated areas.

WCW operates a 12.5 MGD wastewater treatment plant and maintains 249 miles of sanitary sewer collection lines, 17 lift stations and six miles of pressure force mains. WCW’s Strategic Plan was updated in 2020 and continues to serve as the road map for upgrading and maintaining infrastructure and operations moving forward.

TENTATIVE EXAM DATES:
Online Skills Assessment: April 8, 2021
Structure Oral Interview: April 15, 2021
Internal Hiring Interview: April 22, 2021
Final Hiring Interview: Week of April 26th.

Requirements

Any combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the required work (with reasonable accommodation, if needed) will be considered. A person with the following training and experience would typically qualify to compete in a selection process.

Education and Experience
Six or more years of progressively responsible experience in project management involving the monitoring and control of project scope, budgets, scheduling, and/or oversight of design and construction of wastewater and recycled water facilities; or six years of progressively responsible work in construction contract administration including construction management, coordination and management of capital projects.

OR

An Associate's degree from an accredited college or university with major course work in architecture, civil, mechanical or sanitary engineering, construction management, or public or business administration can substitute for two year of experience. The Associate's degree plus four years of progressively responsible experience in project and/or construction contract administration involving project cost estimating, scheduling, cost control activities, and/or oversight of engineering design and construction of wastewater and recycled water facilities also qualifies in meeting minimum requirements.

OR

A Bachelor's degree from an accredited college or university with major course work in architecture, civil, mechanical or sanitary engineering, construction management, or public or business administration can substitute for four years of experience. The Bachelor's degree plus a minimum of two years of progressively responsible experience project and/or construction management involving project estimating, scheduling, cost control activities, and/or oversight of engineering design and construction of wastewater and recycled water facilities also qualifies in meeting minimum qualifications.

LICENSES AND CERTIFICATES

A Project Management Professional (PMP) certification from the Project Management Institute (PMI) or equivalent organization can substitute for three years of experience
·A Construction Management Certification from an accredited two or four-year university or college system, or an equivalent organization, can substitute for one year of experience.
·Must possess a valid California driver's license. The incumbent must continue to meet all of the provisions of the Driving Policy as a condition of continued employment.
