WCW is seeking qualified candidates to fill one full-time permanent Project Manager vacancy, and one Project Manager-Limited Term vacancy; and create an employment list that may be used to fill future vacancies as they occur during the active status of the employment list.
The WCW Capital Program Division is undertaking several capital projects over the next few years. To achieve the desired outcomes, we will need to employ a number of limited-term Project Managers as well as the permanent position we are currently recruiting for. This position serves as Project Manager on midsize and small or less complex capital projects, and assists the Senior Project Manager and/or Capital Program Manager on larger/more complex capital projects, coordinates and directs capital improvement projects for the District from inception to final completion and warranty period. The Project Manager is responsible for the management of work related to the planning, design, bidding, construction, start-up and warranty phases of a variety of District capital projects.
The Project Manager is responsible for development and implementation of project work plans, and management of project scope, budget, schedule and quality control. The Project Manager may conduct master and facility plans, studies and reports, environmental documentation, property/right of way acquisition, professional services contract procurement and management, design, design management, bid period services, construction contract administration/management, oversee facility start-up including functional, operational and performance testing. The Project Manager must communicate clearly (both verbally and in writing), concisely and effectively with the project team, consultants, contractors, the community, the Board and other project stakeholders.
During the ongoing COVID-19 pandemic, this position may work remotely, with occasional need to visit the District offices and facilities.

West County Wastewater (WCW) is an award-winning wastewater treatment and resource recovery agency that collects and treats wastewater for reuse. Both WCW headquarters and the treatment plant are located in Richmond, CA, several miles from one another. The WCW customer base of approximately 100,000 residents is within a service area that incorporates 34,000 residences and 2,450 commercial/industrial businesses within the cities of Richmond (northern subdivisions & north Richmond, San Pablo and designated sections of Pinole). It also serves the communities of El Sobrante, East Richmond Heights and the surrounding unincorporated areas.
WCW operates a 12.5 MGD wastewater treatment plant and maintains 249 miles of sanitary sewer collection lines, 17 lift stations and six miles of pressure force mains. WCW’s Strategic Plan was updated in 2020 and continues to serve as the road map for upgrading and maintaining infrastructure and operations moving forward.
