The Orange County Employees Retirement System (OCERS) is actively seeking an experienced Project Manager responsible for overseeing the successful completion of the Master OCERS’ Process and Procedures Documentation Project. The Project Manager opportunity is a temporary position. This position will directly report to OCERS’ Chief Executive Officer (CEO) and will provide regularly structured updates to the CEO. The Project Manager will leverage their experience to determine project values and elements with the Project Team and Executives. The successful incumbent will have experience in setting and monitoring the integration of project elements, their organization, and its execution. The Project Manager will have expert experience in facilitating clear and frequent communication to meet project deadlines and serve as the point of contact for all related needs.


The essential duties and responsibilities for this position will include, but are not limited to the following:

  • Apply standard Project Management practices to complete the Master OCERS’ Process and Procedures Documentation Project, which includes documenting OCERS core processes and departmental procedures to be used for reference materials, training team members, and to develop future software system requirements;
  • Lead cross-functional teams and work effectively in dynamic and fluid situations;
  • Establish successful partnerships and deliver effective communication with a core group of OCERS’ team members;
  • Conduct Project Team SWOT analysis and communicate results with the Project Team and Executives;
  • Conduct relevant research to determine the appropriate resources and materials necessary to achieve project goals;
  • Assist with developing project scope and establish a projected timeline of completion;
  • Clearly define and assign the required project contributions by department and individual;
  • Create short and long term plans for iterative results;
  • Perform Quality Control throughout the project’s development to maintain expected standards and accountability;
  • Motivate and monitor project contributors; and
  • Provide regularly structured updates to the Project Team and Executives upon request.



  • A Bachelor's degree from an accredited college or university in Business Management, Computer Science, or another closely related field.
  • Five years of Project Management experience managing large projects of diverse scope, including two years of experience using Agile with SCRUM methodology.
  • Highly Desirable: Comprehensive knowledge of the Project Management Institute (PMI) framework.
  • Highly Desirable: Project Management Professional (PMP) Certification.
