The Association of Universities for Research in Astronomy (AURA) is a consortium of 40 US institutions and four international affiliates that operates world-class astronomical observatories. AURA’s role is to establish, nurture, and promote public observatories and facilities that advance innovative astronomical research. AURA is responsible for managing the operations of the Gemini Observatory, the National Optical Astronomical Observatory, the National Solar Observatory, the Space Telescope Science Institute, and the construction of the Large Synoptic Survey Telescope and the Daniel K. Inouye Solar Telescope.

We are currently seeking a Human Resources Project Manager (HRPM) for the National Science Foundation funded operations. The position is located in our offices in Tucson, Arizona on the University of Arizona Campus.

Reporting to the Human Resources Division Chief, the HRPM will be responsible for work in overseeing medium to high risk Human Resource projects. Work involves overseeing projects to completion and entails coordinating and supervising the work of three to eight team members, internal or external. Responsibilities encompass all stages of the project management life cycle including assembling and directing the project team, developing the work plan and schedule, allocating resources, and ensuring overall project success.


  • Leads the Human Resource activities of a multidisciplinary team which can include internal service providers, business specialists, and outside vendors in order to accomplish project goals and objectives within schedule, budget, and other project performance measurements.
  • Develops project definitions and works with customers in order to document project goals and objectives, scope, roles and responsibilities, preliminary effort, cost and schedule estimates, major milestones, and risk management plan.
  • Manages the project work plan, scope, communications, risk, issues, documents, quality, and other project plans in order to meet project goals. Works in accordance with generally accepted project management standards and project management best practices in order to maintain compliance.
  • Confers with project leaders, managers, and business or program staff in order to provide advice and consultation on Human Resource projects and processes.
  • Inputs and maintains project data, schedules, budget, and resource information for a major project in order to ensure timely access and reporting.
  • Facilitates communication with project team, vendors, executive sponsors, and other stakeholders in order to discuss on-going project issues, resolve problems, and build expectations.
  • Works with IT project managers on Human Resources technology projects to ensure successful resourcing, estimation, planning, scheduling, communication and execution.
  • Participates in reviews and walk-through of feasibility reports, functional requirements, system designs, documentation packages, test plans, and results in order to minimize system problems and ensure quality control
  • Develops and maintains appropriate technical and operational documentation.


The ideal candidate will possess a Bachelor’s degree (or equivalent) and 3 years of recent experience supporting project management activities. Additionally, they will demonstrate:

  • Experience supporting enterprise level project implementations
  • Experience in application implementation
  • Experience in HR project management

Knowledge, Skills and Abilities


  • Knowledge of the various types of contracts, techniques for procurement, and contract negotiation and administration.
  • Knowledge of project management principles, methods, and tools. Knowledge of the principles and methods of cost-benefit analysis and earned value analysis.
  • Knowledge of methods and tools used for risk assessment and risk mitigation.
  • Knowledge of the architectural methodologies used in the design and development of information systems.
  • Knowledge of the principles and methods for planning or managing the implementation, update, or integration of information systems components.
  • Knowledge of the principles, methods, and procedures for installing, integrating, and optimizing information system components.
  • Ability to develop and sustain effective working relationships.
  • Ability to develop, coordinate, and manage projects and resources including monitoring and inspecting cost, work, and contractor performance.
  • Ability to organize work, set priorities, and determine resource requirements. • Ability to establish and achieve short and long-term goals and strategies.
  • Ability to coordinate with other organizations to accomplish goals, monitors progress, and evaluate outcomes.
  • Ability to develop and instill best practices throughout Human Resources.


  • Skilled in Project Management tool set(s)
  • PMP certification
  • Six Sigma Certification
