PRIMARY FUNCTION:

The Project Manager is responsible for executing all initiatives and activities to facilitate the redevelopment of the City-owned property, known as Three Corners. Activities may include selection of master developer for the site, negotiating the master development contracts, development of public financing portions of the project, managing the planning, design, bidding construction and post construction procedures of capital projects, including public realm improvements (public streets, sidewalks, parks and promenades) from development through construction completion, and community relations. Other activities may include project management of other Capital Projects identified in the City's 5-year Capital Improvement Program (CIP). The successful candidate will oversee all aspects of project implementation and execution, and should have experience managing redevelopment or construction projects over 20 million dollars in value.

 

PRINCIPAL RESPONSIBILITIES:

The following duties have been provided as examples of the essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change or rescind work assignments as needed.

             Manage Three Corner’s project and other capital projects from inception through completion meeting project timelines and profitability targets.

             Manage consultants, sub consultants, contractors, vendors, and suppliers throughout project execution.

             Manage development projects assigned, working with the master developer investing in the Three Corner’s site.

             Develop and/or review Requests for Qualifications/Proposal (RFQ/RFP) and scopes of work on projects.

             Responsible for the overall management of the project (e.g. resources, schedule) to ensure complete solution is delivered on time and within budget.

             Assist with development of annual budget and forecasting of CIP needs.

             Establish budgets, ensuring quality and timeliness of deliverables, and supervising the execution of work.

             Oversee all aspects of construction of major projects.

             Coordination with the Planning Director during any required site plan approval for the Three Corner’s project and other assigned capital projects in accordance with Three Corner’s redevelopment plan and City’s land development regulations.

             Coordination with City Procurement Staff during advertisement, bidding, and contract administration.

             Monitor Three Corners’ development for conformance to the Three Corner’s master concept plans, assist the master developer with preparing plans to conform with the master concept plan, and prepare a report of the same.

PRINCIPAL RESPONSIBILITIES (Continued):

•           Maintain comprehensive database of community information and produce data for fact              

               sheets and other pertinent needs.

             Assist in the development and marketing of redevelopment information products and collateral material.

             Review of pay applications, change orders, substantial and final completion punch lists.

             Establish/Define/Promote values, expectations, and performance standards for team and individual members in accordance with City's mission, vision, and values.

             Prepare project status reports and ensures work adheres to contract specifications.

             Prepare for and potentially deliver presentations to the City Council and other City boards.

Requirements

KNOWLEDGE, ABILITIES AND SKILLS:

Managerial/technical/professional:

             Comprehensive knowledge of federal, state and local laws, regulations, rules and ordinances related to site development.  

             Considerable knowledge of public administration principles and practices, including budgeting, fiscal administration, management and long-range planning policies, practices and procedures.

             Ability to plan, review, and implement a variety of capital projects.

             Ability to effectively communicate positively at all levels of the organization.

             Ability to manage & mentor staff, and direct resources effectively in a positive manner.

             Demonstrated ability to manage construction projects within budget and schedule.

             Ability to establish and maintain effective working relationships with City management and employees, governmental agencies, contractors, developers, and the general public.

Problem Solving:

             Skill in analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals.

             Skill in researching, evaluating, and using new methods and techniques for operational improvements.

             Ability to interpret oral, written, technical information and data dealing with complex variables to identify, analyze and solve management problems of considerable difficulty.

Communication:

             Skill in dealing constructively with conflict and responding with tact, composure and courtesy when dealing with individuals who may be experiencing significant stress.

             Skill in applying appropriate public relations techniques as situations warrant and in forming cooperative relationships with others whom do not have a direct reporting relationship.

             Ability to establish and maintain effective working relationships with officials, department directors, regulatory agencies, employees and the general public.

             Ability to express ideas clearly when providing oral and written reports and recommendations on administrative, financial, and technical issues.

 

OTHER JOB CHARACTERISTICS:

             May work extended hours including nights and weekends.

 

MINIMUM REQUIREMENTS:

Education/Experience:

             1O+ years progressive experience managing construction projects.

             Proven experience managing civil/site projects from design through construction with a construction cost of $20M plus.

             Procurement experience including: development of RFQ/RFP, review of proposals, scopes of work, budgeting for projected work and contract administration.

Licenses/Certification:

Bachelor's Degree in Construction Management, Engineering, Architecture, Real Estate, Property Management, or related field is required.
