The City of Phoenix is seeking an experienced and results-oriented manager to fill the role of a Project Portfolio Manager (PPM). There is one vacancy within Information Technology Services. The position reports to the City’s Deputy Chief Information Officer of the Project Management division in Phoenix, AZ.

The PPM is a critical role within the organization that requires building partnerships with IT, business leaders, executives, and other key stakeholders to identify opportunities for portfolio investments based on the City strategic vision. The PPM role is responsible for overseeing the planning, prioritization, and implementation of key technology projects utilizing best principles and standards. The PPM will be a part of a team to develop, monitor and update the project management framework, governance and policies to continue maturing the Project Management Office (PMO) for the City. Additionally, this role will also take a lead role in building a business analysis Center of Excellence to invest in critical investment planning for the City. This is a supervisory role and includes the following responsibilities and duties:

 

General responsibilities:

  • Manages and mentors a team of project managers and business systems analysts to deliver to the City technology needs.
  • Develops and manages PMO training programs for internal and external departments.
  • Delivers senior level presentations to communicate key risks, objectives, and health of the portfolio.  

 

Project Portfolio responsibilities:

  • Monitors a portfolio of projects, including milestones and critical dates to mitigate potential risks. Develops recommendations to address risks and/or cancel portfolio assets that are unable to fulfill expectations.
  • Manages portfolio risks through active assessment of the impacts to the client, on each portfolio asset individually and within the portfolio as a whole.
  • Maintains the portfolio budget by utilizing various tools and techniques for estimating costs associated with a project/portfolio including physical, financial, and human capital costs.
  • Manages portfolio resources by assisting in determining staffing requirements and working with resource managers in order to effectively plan resources across projects.
  • Develops and measures portfolio metrics through all project phases to assess portfolio health.

Provides recommendations that fail to meet metrics and ensure remediation is executed.

  • Conducts procurement planning of portfolio assets by working with IT procurement staff and assist in the development of statements of work.
  • Perform routine quality assurance review and ensure applied consistency of all project processes, artifacts, and communications management.
  • Conducts formal review with business sponsors through the project or portfolio to confirm acceptance and satisfaction.
  • Conducts formal lessons learned sessions with project/portfolio teams from related project to identify opportunities for improvement and reuse.

 

Business analysis responsibilities:

  • Develops and matures a business analysis framework from idea conception through product delivery to enable informed investment decisions.
  • Develop a short and long term roadmap to build a BA Center of Excellence.
  • Manage the concept inception to project intake process to provide recommendations for appropriate resources, scheduling and business opportunities for the City investments.

The candidate must possess diplomacy, excellent communication skills and high emotional intelligence while focused on delivering a balanced portfolio. Exceptional management skills and the ability to think of creative solutions are highly desired.

SALARY

$77,334 - $115,315 annually. Appointment can be made above the minimum depending upon qualifications.Appointment can be made above the minimum depending upon qualifications.

JOB REQUIREMENTS

  • Three (3) years of experience in technical project and/or program management. This includes experience in developing, evaluating, using and maintaining system hardware and software.
  • Bachelor's degree in business administration, management, information technology, or related field.
  • An equivalent combination of related experience and education may be considered
  • This is a salaried/exempt position, and incumbents must have the ability to work after hours, including evenings, weekends, and holidays as required

  • This position may be subject to Criminal Justice Information Systems (CJIS) background standards. Candidates who receive a conditional offer of employment must be fingerprinted and will have their fingerprints used to check the Criminal History Records of the State of Arizona Department of Public Safety and the Federal Bureau of Investigation.  Any records returned will be reviewed to determine the candidate’s suitability for the job.

PREFERRED QUALIFICATIONS Includes the job requirements listed above, plus:

  • Master’s Degree in Business/Public Administration, Information Technology or a related field
  • Current PMI Certified Project Management Professional (PMP) or Program Management Professional (PgMP)
  • Prior supervisory or managerial experience
  • Experience fostering team work and building relationships with stakeholders
  • Experience defining metrics, analytics and portfolio/program reporting
  • Keen eye for detail to ensure high quality outputs
  • Two (2) years of business analysis skills
  • Experience using Power BI and/or PWA (MS Project Server–Online) tools
