The City of Fresno is currently seeking an individual who will be responsible for high profile project management and capital improvement projects. Incumbents in this classification independently plan and carry out activities with minimal direction and exercises managerial responsibility and accountability for the Department's improvement projects, including independently setting project schedules, implementing compliance programs and troubleshooting project issues or negotiating contracts. The incumbent exercises supervision and/or serves as staff lead over professional, paraprofessional, technical and administrative support staff as assigned.

The incumbent will be responsible for bid proposals, consultant selection, negotiating contracts, monitoring project performance, preparing various reports to City Council, outside agencies and grantors and will work closely with construction management.

The successful candidate should possess strong leadership and management skills, have extensive experience in project management, formal bid processes, and contract compliance. Comprehensive knowledge and management experience with CDBG requirements is highly desirable and preferred. This is an unclassified position in which the incumbent serves at the will of the Department Director.

Requirements

The ideal candidate will possess a Bachelor's Degree in construction management, engineering, industrial technology, public administration or a closely related field; and four years of increasingly responsible experience managing capital projects. Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years.

Possession of a valid California Driver's License is required at time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record.

Ability to:
- Plan, organize, direct, coordinate, and evaluate assigned high profile projects
- Define comprehensive project scope of work
- Make public presentations to legislative bodies, community groups and other stakeholders
- Coordinate quality controls to ensure deliverables meet requirements

Possess knowledge and experience in applying:
- Principles and practices of project management and administration
- Methods and techniques of contract negotiation and administration
- Principles and practices of project budget preparation and control
