Position Description

An exciting opportunity exists for a planning specialist to lead the RainWise program at Seattle Public Utilities (SPU)! As part of the program, which aims to lessen stormwater runoff from private properties by installing residential and other small-scale private cisterns and rain gardens in Seattle, the RainWise Program Manager will  run, evaluate and adapt the program in collaboration with the RainWise team. The RainWise Program Manager will work with King County to implement a community-centered strategy that puts the needs of those who will be most impacted first, especially communities of color, low-income, immigrants, and refugees. The RainWise program manager will take the initiative in implementing measures to guarantee that the program operates within budgeted funds and is data-driven, community-centered, and equity-focused by establishing public partnerships and collaborating with stakeholders as well as affected communities. If this aligns with your skill set and inspires you, we’d love to hear from you!

Job Responsibilities

  • Working with the RainWise team to lead completion of RainWise program goals 
  • Implementing identified equity improvements to program 
  • Maintaining strong communication channels internally and with partners
  • Leading internal and external partnerships, including with King County 
  • Overseeing and tracking RainWise budget and spending 
  • Providing support for RainWise contractors and expanding the pool of contractors eligible to install rain gardens and cisterns 
  • Overseeing rain garden and cistern design and installation standards 
  • Programmatic reporting, evaluation, accountability, and internal coordination
  • Troubleshooting and working through issues that arise with contractors or homeowners during installations and post-construction

Experience: Requires three (3) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development.

Education: A baccalaureate degree in planning, urban design, environmental studies, public administration, or a related field or two years of additional proven experience.

Licensing and Other Requirements: Must possess a valid Washington State Driver's License (a person possessing a valid out-of-state driver's license must obtain a WSDL within 30-days of SPU hire date).    

Workplace Environment (*Telework Expectation): Most work is performed in a normal City work/office environment; however, due to the ongoing pandemic and Covid-19 state and local restrictions, we expect this position will require hybrid telework and office work until state regulations are lifted. Telework and/or flexible shifts will be allowed, consistent with HR guidelines, and as circumstances dictate. Post-COVID remote work opportunities are being evaluated.

  • Ability to lead a complex program, managing scope and budget, while working in partnership with other team members and organizations
  • Strong written and oral communication skills
  • Strong interpersonal skills
  • Deep understanding of and experience with equity and community centered programs
  • Experience building partnerships with diverse community groups
  • Strong data analysis skills and ability to track and report progress on metrics and other accountability measures
  • Ability to convey complex technical information in engaging and easy to understand ways
  • Understanding of green stormwater infrastructure, especially in residential settings

Salary Details

$47.57 - $55.44 Hourly
