Global Resource Solutions, Inc. (GRS) is seeking an enthusiastic, motivated, detail orientated, and talented individual for the position of Readiness Management Specialist.

Job Description:

Summary: The Readiness Management Specialist will coordinate and collaborate with the FSSD OIG program offices, continuity of operations program (COOP), and business continuity for all DHS Headquarters and OIG facilities.

Essential Duties & Responsibilities:

  • Coordinate, administer, manage, train, exercise and maintain the OIG’s emergency occupant planning, protection program (insider threat, active shooter, and workplace violence), pandemic plan, medical countermeasures management and supplies for leased facilities, as applicable.
  • Assist in implementing the FSSD security and safety management program and as needed include site visits and assessments of OIG offices’ to identify safety vulnerabilities.
  • Coordinate, administer, manage, train, and maintain the OIG’s safety and occupational health programs.
  • Collaborate with FSSD to support the full complement of continuity, critical infrastructure, readiness, and emergency management and preparedness duties.
  • Prepares and coordinates Occupant Emergency Plans (OEP) for OIG Headquarters and Field Office locations; coordinates with other entities such as contract guard services and building tenants to develop and adopt OEPs.
  • Analyzes, recommends and maintains the appropriate emergency equipment and medical counter-measures for OIG.
  • Performs operations coordination duties, which includes awareness, tracking and monitoring of all hazards that may affect OIG employees, operations and facilities across the nation; and information sharing with program offices and OIG leadership to ensure situational awareness of hazards.
  • Identifies applicable requirements and guidance needed to formulate plans, policies, and procedures required to execute the readiness, preparedness and emergency management and continuity test, training, and exercise programs. 
  • Develops an effective emergency management system for OIG offices and staff that includes routine evaluation and revision for new risks and threats such as active shooter and insider threats.
  • Works closely with the other continuity managers and staff within DHS, and the interagency readiness, preparedness and continuity communities.
  • Provides support for the continuation of essential government functions in the event of an emergency.  
  • Assists FSSD personnel with exercises that activate the OEP and evacuates or relocates occupants in accordance with the plan.

Assists FSSD personnel with preventative maintenance, fire, safety, safe working conditions, and the correction of hazards in building spaces to reduce disruptions and prevent injuries.

Requirements

Requirement:

  • Bachelor’s degree is required
  • Ten (10) years of public and/or private management experience
  • Current PMP certification through the Project Management Institute
  • Five (5) years of experience in Facilities Management services, including construction, facilities, real property and/or personal property
  • Government Experience – General Services Administration, law enforcement, Inspector General Community, Department of Homeland Security, Department of Justice, and/or Department of Defense
  • Five (5) years of experience in Federal physical security, information security, operations security, Intelligence Community and/or COMSEC
  • Five (5) years of experience in Readiness and Emergency Management
  • Experience for strategic planning and execution for GSA leases

SecurityRequirements:

  • Secret Clearance

Skills:

  • Must speak, read, write, and understand the English language, apply written rules, detailed orders, instructions and training material.
  • Ability to clearly communicate in written and spoken English Interpersonal communication skills and temperament to deal with non-compliant visiting personnel.
  • Microsoft Office literate (Outlook, Word, Excel).

Physical Requirements: This position requires employees to be willing and able to: sit, bend, reach, stoop, squat, stand, and walk.

Communication:Excellent customer service via phone and face to face conversation, excellent written and oral command of English.
