The Lead Data Implementation Manager and Data Steward is a senior level position having extensive data analysis expertise and experience in managing and owning applications from a technology perspective. The skills outlined are supporting guidance based on interpretation of Data Steward Responsibilities and is not all inclusive. This role is ultimately accountable and responsible for ensuring data quality of their respective application(s) and completing required data management activities.


**Responsibilities:**


+ This position will primarily be responsible for managing the development of and maintenance of Risk data management processes all the way to the business logic level and metadata (business information about the data such as field definitions, business rules and appropriate use) for data that makes up the Risk Management data repositories.


+ Change-the-Bank (CTB): activities required for the Data Quality Program initiative for assigned application(s)

+ Accountable/ responsible for confirming the safe, accurate, and controlled sourcing, transport, transformation, and storage of data within their application(s)

+ Accountable/ responsible for implementation of Data Quality rules within their application(s) in coordination with Data Stewards and Business Architects by Data Domain

+ Accountable/ responsible for documenting data level lineage within their application(s)

+ Run-the-Bank (RTB): support ongoing data quality management at the bank for assigned application(s)

+ Accountable/ responsible for confirming the safe, accurate and controlled sourcing, transport, transformation, and storage of data within their application(s)

+ Accountable/ responsible for maintaining Data Quality rules within their application(s)

+ Accountable/ responsible for implementing Data Quality issue remediation in their application(s) as needed in coordination with Data Stewards

+ Accountable/ responsible for maintaining data level lineage and traceability of data within their application(s)


+ As Scrum Master and Implementation Lead of the risk data management processes, teaches and enforces the use of good project management practices such as techniques in resolving complex, interdependent activities into tasks and sub-tasks that are documented, monitored and controlled. Includes drafting user stories and tasks, leading daily scrums and other recurring Agile ceremonies for each sprint cycle.


+ Contributes to the analysis and preparation of data delivery solutions for reporting to Internal Management, Regulators, Auditors, etc. that detail risks inherent in Credit, Market, Operational or other Risk Portfolios. Reporting can cover a variety of areas including but not limited to: portfolio concentrations, limit exceptions, stress testing, loss reserves or high-risk exposures.

+ Participates in preparing regular and time-sensitive ad-hoc deliverables to the regulators and senior managements, closely working with industry and regional senior portfolio managers

+ Provides quantitative risk metrics underlying the reports and design enhancements to the reports.

+ Maintains the input or data quality of risk management systems to ensure accurate reporting.

+ Partners with Risk Systems and Technology teams to jointly design strategic automated solutions and ensure complete, correct, and timely reporting.

+ Liaises with the office of the Chief Risk Administrative Officer, risk managers, business line managers, model owners, and Finance and Corporate division counterparts to ensure robust execution of the mandatory testing and compliance with all government requirements.

+ Identifies potential process improvements and capabilities to increase the consistency, transparency, and reliability of our risk data management processes.

+ Has the ability to operate with a limited level of direct supervision.

+ Can exercise independence of judgement and autonomy.

+ Ability to manage teams.

+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

+ Manages a large multi-faceted project or multiple projects at the same time.

+ Owns project goals leveraging expertise to inspire a sense of shared purpose within the project team.

+ Organizes new challenges and drive business results.

+ Uses best practice PMO methodology to create a project plan to fit the stakeholders/customers needs and deliver within budget on desired outcomes.

+ Drives end results of the project as a representative of the business.

+ Works closely with the Risk Management Program Managers, Finance, Technology and Data Governance Teams to define a project scope and objectives for project members.

+ Assesses project risk potentials and discover potential problems before they occur.

+ Applies a proactive approach in routinely tracking the project participant progress against project goals.

+ Identifies and where required amends the approach to the context and constraints of each project.

+ Constantly improving their own and their teams' skills through lessons-learned reviews at project completion.

+ Possess the knowledge, skills and experience to be able to recognize when problems surface or potential problems are looming.

+ Articulates problems, bring the right people together to solve problems and know when the problem has been properly addressed and closed.

+ Promotes partner involvement through effectively communicating project status upward and to the Client.

+ Applies lessons learned from recent projects to future projects.

+ Communicates to all concerned parties project milestones, status updates, as well as any existing or potential customer escalation issues.

+ Proactively follows escalation and change control processes.

+ Owns all management reports on a given engagement.

+ Promotes good working relationships across a project, cultivating the people skills needed to develop trust and communication among all of a project's stakeholders: its sponsors, those who will make use of the project's results, those who command the resources needed, and the project team members.

**Data Management Activities:**


+ Coordinate with Data Stewards and other stakeholders regarding open Data Quality exceptions/ issues within their application and implement remediation as needed

+ Perform Data Quality checks to ensure safe, accurate, and controlled sourcing, transport, access and storage of data within their applications

+ Execute and provide results for Data Quality scorecards to the Data Quality Portal

+ Review the data level lineage and traceability of data and communicate any changes to the applicable DGO & CDO with support from Data Stewards and Process Owners

+ Engage with Data Stewards & Data Providers regarding the review, maintenance and implementation of Preventive Data Quality controls to confirm data is captured correctly (e.g. maker/checker, data entry validation) and Detective Data Quality Controls to prevent Data Quality exceptions

+ Coordinate with Technology & Data Stewards to ensure that the Data Lineage toolset is working as intended, including managing technical metadata and coordinating Data Lineage tasks and testing activities

+ Review and update Data Quality rules in applications and confirm accuracy and availability of data for decision support, regulatory and financial reporting, and compliance monitoring, in coordination with Business Architects by Data Domain & Data Stewards

+ Review and update Data Dictionaries with support from Data Stewards

+ Perform Data Profiling (as needed) to discover, understand and provide transparency into inconsistencies in data, collaborating with Data Stewards

+ Coordinate with Process Owners to maintain data in adherence with the retention guidelines

+ Support Data Stewards in identification of CDEs and review and remediate discrepancies identified by CDO in impacted data sources

+ Experience managing Data Dictionaries

+ Experience managing upstream & downstream data consumption needs required for an application

+ Technical Expertise

+ Ability to understand technical infrastructure, including application operations

+ Data transfers and knowledge of data security

+ Implementation, maintenance, and monitoring performance of Data Quality rules in an application

+ Experience with base SAS, SAS Enterprise Guide or SAS Studio

+ Experience with SAS Data Integration Studio

+ Experience navigating UNIX operating system and Unix scripting

+ Experience with JIRA and Agile methodology

+ Experience with Autosys Scheduler a plus

+ Experience with JAVA and XML a plus


**Education:**


+ 6-10 years of relevant experience

+ Bachelors degree/University degree or equivalent experience

+ Masters degree preferred
