Senior Assessment Development Program Manager

The Senior Program Manager is responsible for management and execution of multiple (2 to 3) large, complex state assessment development contracts (budgets of $500K-$1.5K per year), overseeing all aspects of contract fulfillment, and working closely with the SAAS implementation directors through all project phases. This includes working closely with the directors to ensure staffing resources are assigned to ensure projects deliver the expected scope on budget, on schedule, and with quality.

Program Description:

Standards Assessment and Accountability Services (SAAS) is involved extensively at the local, state, and national levels in planning, developing, implementing, and evaluating standards and assessment tools, methods, and systems. Some of SAAS work is aimed at revealing how well students or workers are learning or performing; other parts of our work address broader concerns of accountability and program or school success. SAAS serves as the test-development contractor for high-stakes assessment programs in several states. Its projects also examine the technical aspects of assessment, as well as focus on a range of assessment and accountability-related issues for various student populations (e.g., English language learners, students with disabilities) and for traditional academic areas and developing fields (e.g., alternative school accountability).

Brief Position Description:

The Senior Program Manager is responsible for management and execution of multiple (2 to 3) large, complex state assessment development contracts (budgets of $500K-$1.5K per year), overseeing all aspects of contract fulfillment, and working closely with the SAAS implementation directors through all project phases. This includes working closely with the directors to ensure staffing resources are assigned to ensure projects deliver the expected scope on budget, on schedule, and with quality.   

SAAS is a matrixed organization. Our program implementation directors and subject-matter staff managers play a critical role in the planning and resource assignments for our projects, working collaboratively with our project management experts.

Responsibilities:

Manage multiple (2 to 3) large, complex state assessment development contracts through all project phases.

Ensure all management (knowledge) areas of project are documented, managed, and supported in accordance with SAAS operational expectations and commensurate with the project needs. The SPM will:

  1. work closely with the program implementation directors and subject-matter managers to ensure projects deliver the expected scope, complete on budget and on schedule, and are delivered with quality [Integration].
  2. facilitate the definition of project scope, goals, requirements and deliverables [Scope].
  3. develop and manage project budgets, re-budgeting as necessary; participate in monthly project forecasting [Cost].
  4. develop full scale project workplans, actively manage plans, reworking as necessary [Schedule].
  5. ensure tools are in place to track and manage the quality of project deliverables [Quality].
  6. assemble and coordinate project staff; provide direction and support to project team; provide coaching and mentoring to project coordinators and more junior level project managers [Resources].
  7. monitor and report on progress of the project to all stakeholders [Communications].
  8. track risks; develop and present options analysis and decision frameworks to both SAAS leadership and client leadership to address project issues and risks [Risks].
  9. negotiate and oversee the subcontractors engaged for the work [Procurement].
  10. manage relationship with partner organizations and department of education staff [Stakeholders].

Participate in growing the SAAS organizational knowledge base and contribute to Institutional Development. The SPM will:

  • contribute to Institutional Development efforts, leading the development of individual proposals, authoring text as appropriate, and developing proposal budgets and workplans.
  • participate in the development of standard procedures, templates and project plans to support the goals of the Program.

Requirements

Qualifications:

  • Passion and commitment to improving the education of students through the implementation of high-stakes assessments.

Required Credentials and Experience

  • Bachelor’s degree, with Masters and PMI or PMP certification (or equivalent) highly desirable.
  • Seasoned professional, 5-7 years assessment development project management experience minimum. Successful experience having run at least two large, complex cross functional assessment development programs with durations of at least 2 years.   Those without specific assessment development management experience should not apply.

Required Skills

  • Deep experience building and managing complex assessment development project schedules using project management software such as Microsoft project or Smartsheets.
  • Facility with assessment development project budget creation and management.
  • High-quality customer service skills, dependability, reliability and professionalism.
  • Proven ability to oversee the work of several mid-level coordinators, providing guidance, mentoring and issue resolution.
  • Excellent writing skills with the ability to adjust writing style and tone based upon reading audience.
  • Demonstrated, applied knowledge of project management methodology and tools (stakeholder management, project planning, scope management, status reporting, and issue and risk management, etc.)
