As the Senior Manager – Aviation Capital Programs, you will develop and update the aviation capital program necessary to meet the strategic objectives of the SEA International Airport.  As the Senior Manager of Aviation Capital Programs, you will be responsible for overseeing the existing $6 billion capital program in a comprehensive manner and setting program/project objectives that meet the overall competing needs of the SEA International Airport and its stakeholders within the 24/7/365 operation.   In addition, you will lead the effort developing the implementation plan for the multi-billion-dollar airport wide master planning effort.  This position will effectively direct, from a program level, the prioritization and sequencing of projects and programs between existing facilities and facilities laid out in the master plan to meet the airport’s needs and requirements.

  • You will lead and manage, Aviation Capital Programs department staff, with responsibility for Capital Program formulation.
  • You will collaborate with other departments within the Chief Development Office in construction coordination, program administration, design coordination, program risk management and program controls.
  • You will supervise and manage Capital Program staff to include hiring, coaching, performance goal setting and reviews, and career development.
  • You will collaborate and negotiate in partnership with external and internal project stakeholders to effectively achieve common goals.
  • You will provide direction and ensure issues from other internal departments are addressed including close coordination with Aviation Planning, Facilities & Infrastructure (F & I), Aviation Maintenance, Aviation Project Management (PMG), Program Controls, Finance and Budget (F&B), and Information Communication Technology (ICT).  
  • You will oversee the integration of the Sustainable Airport Master Plan (SAMP) as it develops and plan out the sequencing and scheduling of future projects arising from the SAMP. 
  • You will oversee the development and coordination of required documentation (Commission memos, Service agreements, Purchase Orders, RFQs, presentations) for Aviation division briefings and approvals to senior management, the Investment Committee, Airport Airlines Affairs Committee (AAAC) and Port of Seattle Commission.

Requirements

Who you are:
 Two years of experience may be substituted for one year of education:
  • Experienced – You have ten (10) years of experience in engineering, architecture, facilities, project management or construction management including management of planning, design, and construction and installation of facilities and infrastructure systems within large scale projects. Experience supervising and managing the work and performance of other technical staff.
  • Educated – You possess a Bachelor’s degree.
  • Desired – We hope you have fifteen (15) years of experience in engineering, architecture, facilities, project management or construction management including management of planning, design, and construction and installation of facilities and infrastructure systems within large scale projects. Experience supervising and managing the work and performance of other technical staff.

What else you need to know: 
  • Driver’s License – You will need a valid Washington State Driver’s License, or the ability to obtain one, is required in order to travel locally to project sites.
  • Work Schedule – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role. 
  • Work Environment – You will primarily work in an office environment.
  • Washington State Residency Requirement – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.
  • COVID-19 Vaccination Requirement – Effective, November 15, 2021, the Port of Seattle will require that at the time of hire, and as a condition of employment, the successful candidate will be able to provide proof of their full COVID-19 vaccination status, as part of the hiring process. This is a condition of employment for all positions at the Port of Seattle. People are considered fully vaccinated two weeks after their second dose in a two-dose series or two weeks after a single-dose vaccine.  Prior to employment, candidates may make requests for a reasonable accommodation based on a medical disability or for sincerely held religious beliefs.   • Security Requirements – As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance. You will also be required to obtain a U.S. Customs and Border Patrol (CBP) Customs Seal within 30 days of hire.

Salary Details

Minimum Salary: $141,731.00

Midpoint Salary: $177,154.00
