The House of Commons Digital Services and Real Property (DSRP) is currently looking to staff the Senior Program Manager (Capital Projects) position.

About the Role:
The Senior Program Manager is responsible for providing a strategic perspective, complete with coordination of projects within the Parliamentary Precinct’s construction and renovation program; plans and manages a number of concurrent projects of varying sizes, complexities and durations in the context of project management frameworks and principles; consults with House service providers, and presents and protects the HoC’s interests with PSPC; assists in the coordination, development and dissemination of communications strategies to keep stakeholders informed of project status and impacts; provides expert advice and presents associated risks to the Deputy Director, Project Management and other members of the management team, as well as other involved service areas.

Principal Responsibilities:
• Leads and manages the delivery of the Capital Program using a coherent and strategic approach to the management of multiple, complex inter-connected fit-up and construction projects, ensuring linkages and integration of the projects with other projects and programs;
• Manages the implementation of construction and fit-up projects, assigns and coordinates projects with the Project Managers and Project Officers according to workloads, projects’ scope, specialties and timeframes, provides advice and direction to the Project Managers and Project Officers as needed and resolves problems escalated to senior management;
• Provides leadership to the management of multiple projects;
• Discusses with and informs user groups regarding program status, planning and requirements;
• Provides administrative support for all projects, including contract review, consultants and contractors coordination, regular/ad hoc reporting and a coordinating functions for PSPC activities.

  • Education
    • A post-secondary school degree or diploma in architecture, interior design, or engineering, OR an acceptable combination of education, training and relevant experience.
    • Extensive experience in project planning and reporting, schedules and forecasts for construction and renovation projects, in assessing and dealing with risks associated with the implementation of construction and renovation projects and in conducting quality assurance of work performed;
    • Knowledge of real property management policies and processes of the Government, including the National Building Code of Canada, other building codes and industry standards;
    • Knowledge of project management theories, principles, practices and methodologies to plan and manage;
    • Knowledge of recapitalization principles, practices and benchmarks, decommissioning practices, protocols and criteria, costing techniques and practices in order to support lifecycle management, and negotiate contracts effectively;
    • Communication skills to effectively articulate plans, strategies, courses of action and requirements.
    • A registration and good standing membership as an architect, Interior Designer or Engineer with a Canadian professional association, along with eligibility to hold a practice licence;
    • A Project Management Professional Certification (PMP®).
