Senior Project Manager, Apprenticeships

ARGENTUM is the leading national trade association serving companies that own, operate, and support professionally managed senior living communities in the United States.

We are seeking a Senior Project Manager, Apprenticeships who will be responsible for the oversight and management of all activities associated with Argentum’s Healthcare Apprenticeship Expansion program (HAEP) grant.  The grant is a $6M project which is being funded by the US Department of Labor Closing the Skills Gap grant.  The Healthcare Apprenticeship Expansion Program (HAEP) collaborative is addressing the skills gap in healthcare and healthcare IT occupations by expanding apprenticeship pathways for positions like CNAs, LPNs, RNs, and rehab technicians, as well as creating new apprenticeship programs for healthcare leadership positions such as nursing directors and executive directors. The position will work closely with all key core and employer partners affiliated with the HAEP grant. 

The goal is to support the upskilling and reskilling of 7,200 individuals interested in careers in healthcare.  At present the program operates in 25 states, supporting over 1850 apprentices and collaborating with workforce boards, community partners, and employers across the country.  This position requires strong attention to detail, excellent communications and partnership-building skills, and knowledge of apprenticeship and federal grant projects.  This position reports to the Vice President, Workforce Development.

Specific responsibilities include:

  1. Programmatic Oversight – Manage day-to-day operations of the grant program including working with employer partners and contractors providing technical and program support.
  2. Monitoring and Compliance – Oversight of all program activities ensuring compliance with Department of Labor’s standards and operations. 
  3. Fiscal Management – Manage all fiscal aspects of the grant to include budget oversight and ensuring financial accountability.
  4. Data Management Oversight – Oversee data collection, processing, reporting, and distribution to federal and employer partners.
  5. Strategic Planning – Engage in ongoing strategic planning and continuous quality improvement of the grant and its associated activities, including administrative, financial oversight, data collection and reporting, and partnership management
  6. Grant Sustainability – Contribute to the planning for grant sustainability including strategic planning efforts, opportunity identification, collaboration on grant application preparation, and implementation of new grant initiatives. 

Additional responsibilities include:

  1. Develop short- and long-term goals and objectives
  2. Work with employers, subject matter experts, educators, contractors, and other partners to expand industry-driven workforce development programs
  3. Maintain knowledge of federal grants and respective budgets to assist in compliance with finance and administrative guidelines, deadlines, and audits
  4. Review and provide approval of all expenditures related to grant in accordance with departmental budget and ensure all expenses are allowable and properly allocated
  5. File progress reports via the FFATA Sub-award Reporting System (FSRS)
  6. Work with subcontractors to ensure completion of project deliverables
  7. Collaborate with the communications team to report on key milestones
  8. Develop reports, data tracking, processing, and analysis
  9. Manage internal and external databases of employer and apprentice records
  10. Work with Argentum departments and other stakeholders on the planning and execution of national and regional conferences and workshops.
  11. Manage all consultants and contractors working on the grant


Bachelor’s degree; and/or a minimum of five years of experience and extensive knowledge of industry workforce development programs.  Candidates should have at least three years of management experience with workforce development programs and experience working with apprenticeships, education providers, and the public workforce system.  The desired candidate will have experience executing federal grants and contracts, experience accessing databases to generate queries and reports, and strong communication skills. 

This is a full-time position. Days and hours of work are Monday through Friday during core flexible work hours. Due to COVID, this position is currently remote.  Some travel is expected.  Argentum requires all employees to be vaccinated for COVID-19.
