Reporting to the Director, Design and Construction, and working with the Director, Engineering and Operations and the Director of Finance (Facilities), the Senior Project Manager is accountable for all aspects of renovation and new construction projects which range in scope, complexity and value. The Senior Project Manager is a skilled project manager who is seasoned by experience to ensure that all projects are completed on time, within budget and to established scope and standards.

Functioning with a high degree of autonomy in a demanding, deadline-driven environment, the Senior Project Manager is the primary lead on projects, collaborating and building strong partnerships with stakeholders, both internal and external to the university through timely communication and accountability, as well as ensuring the efficient and effective management of projects from start to finish.

With an open, consultative, and client-centric mindset, the Senior Project Manager will contribute to broader departmental initiatives by providing strategic advice and assisting with the drafting and updating of the university’s Design and Construction Standards which include safety and sustainability. The Senior Project Manager is responsible for ensuring that all Design and Construction Standards are in compliance with all legislative requirements. In addition, the Senior Project Manager is responsible for contributing to procurement strategies for consultants and contractors, and for the development of business cases for major capital projects.

Routine Responsibilities

  • Acts as the primary contact for capital projects for both internal and external stakeholders, creating and executing work plans, identifying required resources and assigning duties / tasks to team members.
  • Prioritizes potentially conflicting project activities and secures resources as required to minimize impacts to project budgets and timelines.
  • For major capital projects over $2.5 million, provides monthly updates to the Project Steering Committee, and quarterly updates to Senior Executives.
  • Consolidates, communicates and manages all issues and risks affecting the project. Ensures the timely communication of project status, through detailed project reports and updates, to project participants and stakeholders and attends internal and external meetings to present reports as required to key stakeholders.
  • Ensures the appropriate regulatory compliance for all projects, including Ontario Building Code (OBC), Accessibility for Ontarians with Disabilities Act (AODA), The Construction Act, Ontario Health and Safety Act, and applicable local by-laws.
  • Assists with the development of processes and standards for the Project Management group, as may be required.
  • Leads regular project meetings with clients and / or project teams.
  • Develops project schedules, monitors schedules and progress and provides direction on appropriate mitigations in the event timelines are not being maintained. Adjusts and updates project plans as needed.
  • Monitors and manages project costs. Reports on compliance to budget and recommends adjustments as required.
  • Ensures timely payment of consultants and contractors, in compliance with the Construction Act of Ontario.

Project Initiation Stage

  • In consultation with client groups internal to the university, prepares project scope, schedule and budget for approval. In the case of major capital projects, this may include providing the necessary support in the development of a project business case.
  • Establishes and maintains project team roles, responsibilities, and communication protocols throughout the duration of the project.
  • Obtains any necessary internal and external approvals, assesses project risks and identifies mitigations, coordinates peer review of tender documents.
  • In partnership with Strategic Procurement Services, leads the procurement process for all projects, complying with university policies / procedures and applicable legislation and regulations.

Design Stage

  • Ensures that all required consulting disciplines are engaged for the project and that the necessary contracts are in place.
  • Guides the design team to ensure compliance with defined project scope, schedule and budget.
  • Manages peer review of design review packages to ensure completeness, accuracy and compliance with regulatory and permit requirements, as well as the university’s Design Standards.
  • Coordinates preparation of construction cost estimate updates as appropriate and leads any required value engineering processes in order to maintain alignment between design and budget.
  • Leads construction bid negotiations and manages consultant and contractor relationships.

Construction Stage

  • Ensures proper oversight of trades and contractors on site and provides direction as required to ensure projects are delivered within the required framework. Addresses project issues and concerns proactively and initiates corrective action, involving others when required.
  • Ensures project work is completed in compliance with University standards, including policies and / or procedures.
  • Acts as point of contact for regulatory and external interest groups (i.e. Fire Department, City of Kingston, Ministry of Environment, Utilities Kingston), coordinating and facilitating communication and information exchange, and obtaining necessary approvals and maintaining compliance
  • Maintains strict adherence to budgetary guidelines, quality and safety standards, attending at construction site meetings and conducting site visits.
  • Ensures all project documentation is current, accurate and complete.
  • Ensures timely processing of construction related change orders, responses to requests for information and clarification from the contractor.
  • Leads negotiation for resolution of any claims related to schedule or costs, ensuring that the necessary supporting documentation is available.
  • Provides work direction, and technical /functional guidance to the Assistant Project Managers.
  • Participates in screening and interviewing job candidates, and provides input into staff selection.
  • Provides feedback on work performed by the Assistant Project Managers.
  • Provides orientation and on-the-job training to the Assistant Project Managers. Provides coaching and feedback on work quality.


  • With the support of the Assistant Project Manager, ensures that all required project close-out activities have been completed.
  • Ensures the timely financial reconciliation of all projects.
  • Leads and ensures a smooth hand-over process to the Operations and Maintenance team.

  • Uses personal expertise and technical / professional knowledge and experience to provide advice and direction to other professionals in the delivery of project services to clients.
  • Initiates the Request for Proposals (RFP) process and / or tendering processes. Assesses tender documents and consultant proposals and makes recommendations for client approval.
  • Has signing authority in accordance with the PPS project management signing authority matrix.
  • Identifies and seeks resolution to unique problems / issues, involving others when required and ensuring required background information is available.
  • Prioritizes work of self and others. Adapts and realigns priorities given the constantly changing context of projects.
  • Monitors and assesses the Assistant Project Managers the quality of the work, and recommends need for formal training or development plans to management.
  • Assesses the suitability of job candidates and recommends the most appropriate person for hire.
  • Decides on the allocation of funds and prepares budget estimates. Assumes accountability for financial decisions. Approves payments to consultants and contractors.
  • Determines required resources for project and decides which consultants / trades are hired or will work on projects.
  • Identifies different cost components and required work related to assigned project.
  • Makes project planning and scheduling decisions (i.e. building / services shut downs).
  • Decides whether quality of construction / workmanship meets defined standards. Initiates corrective action and involves others when required.
  • Provides recommendations to Director, Design and Construction on how to adapt and realign priorities of projects as well as Project Management framework enhancements.



  • University degree in Engineering, Architecture or construction related field, combined with a minimum of 15 years of progressive project experience, managing multi-phased construction and / or renovation projects, preferably in a university environment. Graduate Engineering or Architecture degree preferred.
  • Extensive knowledge and application of project management methodology, construction techniques and materials.
  • Experience with budget management and developing construction project cost estimates.
  • Proficiency in the use of Microsoft Word, Excel, PowerPoint, MS Project or equivalent project management software required.
  • Strong technical knowledge and understanding of trade work (mechanical, architectural, building systems, electrical), combined with an ability to read and understand construction drawings and specifications.
  • Experience with, and strong knowledge of, the Broader Public Sector Procurement processes and laws governing construction contracts and contracting.
  • Demonstrated understanding and knowledge of applicable codes and government legislation including (but not limited to) the Occupational Health & Safety Act (OH&SA), the Construction Act (CLA), Ontario Building Code, Accessibility for Ontarians with Disabilities Act (AODA).
  • Project Management Professional (PMP) and/or LEED Accredited Professional designation considered an asset.
  • Experience in working on Heritage properties is considered an asset.
  • Satisfactory Criminal Records Check and Vulnerable Sector Screening required.
  • Valid Province of Ontario Class G driver’s licence required.
  • Able to write and speak fluent English.
  • Consideration may be given to an equivalent combination of education and experience.
