Senior Project Manager

We are pleased to announce that the Project Management Office (PMO) within the Strategic Planning and Project Office (SPPO) Division of the State Court Administrator’s Office is looking for an experienced senior level project manager. This position works closely with project stakeholders, sponsors, professional IT and Court Services staff, and local court staff to execute assigned projects and with project teams in other state agencies. The position may require travel within the state of Minnesota.

The position is classified as an Information Technology Senior Project Manager and will work normal business hours, Monday-Friday. This work will be conducted in an office setting at the Minnesota Judicial Center, in St. Paul, Minnesota. The Minnesota Judicial Branch offers a comprehensive benefits package.   • Establish a governance structure for each project. Define executive leadership and other project roles, identifying and negotiating with key resources to fill project roles. This includes identifying executive sponsors, business owners, steering committee members, project team members as well as other stakeholders. 
  • Identify required budgetary, human, and technical resource needs to achieve project goals; negotiate with department managers for the acquisition of required personnel and consultants; identify necessary training for project staff and working with the resource managers regarding performance concerns. 
  • Coordinate and lead the PMO activities, processes, and deliverables and provides work direction, coaching, and mentoring to other project managers.
  • Work with state and local agencies on defining, scope, timelines, communication processes, agreements required to collaborate on system integration projects, planning for and executing organizational change management.
  • Assign tasks to project team members and monitor completion of those tasks.
  • Work with project teams, state and local agencies in the adoption of Agile/Scrum.
  • Manage the project from initiation through project closeout, creating detailed project schedules, ensuring all project documentation is complete, identifying and managing issues and risks, detailing mitigation plans and adjusting the project schedules and resource plans as needed.



Minimum Qualifications:

  • Bachelor's Degree in MIS/Computer Science, business administration with project management focus or closely related field, and thorough relevant professional experience in IT area of assignment.
  • Project Management Professional (PMP) credential from the Project Management Institute (PMI) or equivalent experience.
  • Valid driver’s license as this position may require travel.
  • Requires project management experience managing IT projects and knowledge of Microsoft Project.
  • Project estimating skills required.
  • Experience in managing Agile projects, required.

Preferred Qualifications:

  • Experience in leading projects that include application development, software and/or hardware deployment, and integrations with other agencies preferred.
  • Experience in leading projects that involve a geographically dispersed user base, preferred.
  • Basic knowledge of the capabilities of network and data communication technology, preferred.
  • Project management experience within the state, preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of court business procedures and policies, including specific court functions and processes sufficient to understand and identify user needs, potential resources, and complexities, preferred.
  • Ability to communicate, both orally and in writing, and to translate technical terminology into terms understandable to non-technical employees.
  • Ability to work with other divisions to resolve new technology, application design, and business practice issues.
  • Knowledge of and expertise in project, program and portfolio management methodology, tools and techniques desired.

SALARY RANGE & BENEFITS: $37.75 - $58.51 ($78,822 - $122,169 annually).
