Saskatchewan Blue Cross®, one of Saskatchewan’s Top Employers, is currently recruiting for a full time Senior Project Manager in the Project Management Office (PMO) located in our Saskatoon office.


JOB FUNCTION

Reporting to the PMO Manager, the Senior Project Manager is responsible for providing leadership and overseeing projects related to the development and implementation of new or enhanced systems and processes. The Senior Project Manager is also responsible to direct, lead and mentor other Project Managers in project management best practices.

 

DUTIES & RESPONSIBILITIES

  • Ensure the successful delivery and management of single or multiple projects within scope, quality, time and cost constraints that may be clearly defined, or require dynamic change management in order to deliver business value

  • Analyze project scope to make recommendations on estimated time frames and appropriate processes for accomplishing work

  • Work with leadership to identify opportunities, establish objectives and evaluate ROI for assigned projects

  • Provide mentoring, coaching, and support to other Project Managers

  • Identify and schedule project deliverables, milestones and required activities and tasks and prepare the appropriate planning documents

  • Establish work plans and staffing requirements for project activities, iterations or phases, and provide recommendations for recruitment or assignment of project personnel

  • Implement project communication plans and ensure continuous, clear, concise and timely communication with respect to decisions and changes

  • Perform risk assessment and implement mitigation plans

  • Monitor project activities, ensuring the currency, quality and integrity of the information, and adherence to approved PMO processes and templates

  • Manage project plan to ensure timelines and key milestones are met and in line with business objectives and identify obstacles and solutions to challenges

  • Direct and coordinate activities of project personnel to ensure project progresses on schedule and within budget

  • Plan the day to day management of the business analysis, design, schedules, resource requirements, development and testing tasks 

  • Review and create status reports prepared by project personnel, and modify schedules or plans as required

  • Ensures standards and procedures for project reporting and documentation are adhered to

  • Oversee the test plan development process ensuring thoroughness and that they meet defined objectives

  • Conduct impact analysis, and prepare statistical and narrative reports

  • Actively participate in project review meetings providing status updates to the business sponsor and PMO Manager

  • Review and coordinate work plans with external service providers or consultants contracted to execute projects

  • Provide leadership and motivation to project team members throughout the project life cycle, and confer with project staff to outline work plans

  • Oversee the development of user training documentation to ensure effective and efficient use of new and existing technologies

  • Support change management and work with teams to integrate organizational change management activities in to the overall project plan

  • Assist in determining an action plan to support the integration of large projects in to daily workflow

  • Participate on committees as required

  • Perform other related projects and duties as assigned

Requirements

QUALIFICATIONS & SKILLS

  • Bachelor Degree in business, Computer Science, Information Systems or a related field with several years progressively responsible experience in Project Management, or an equivalent combination of training and experience. Preference will be given to candidates with training and certification in Project Management

  • Knowledge of project management methodology and experience or familiarity with major defined PM approaches (i.e. PMI, Prince II or agile)

  • Strong knowledge of project planning/scheduling tools including Microsoft Project and Project Online, with solid track record of practical application

  • Demonstrated experience providing mentorship, coaching and performance feedback with the ability to motivate others in a collaborative team environment

  • Demonstrated proficiency in Microsoft Excel, Word and PowerPoint with an ability to easily learn new software applications

  • Excellent verbal and written communication skills, including the ability to establish and maintain effective working relationships with both the user community and IS&T, and expertise in setting and managing customer expectations

  • Proven analytical, decision making and problem-solving skills, including the ability to recognize challenges, identify causes and provide solutions

  • Effective influencing and negotiating skills in an environment where this role may not directly control resources

  • Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of customer trust and confidence

  • Good understanding of current and emerging technologies

  • Demonstrated ability to develop and execute a project resource plan that ensures that the right people are in the right place doing the right things at the right time

  • Strong attention to detail and ability to maintain focus on the broader context

  • Ability to multitask and meet the challenges of a fast-paced changing environment

  • Ability to exercise sound judgment, tact, diplomacy and confidentiality

  • Demonstrated commitment to continuous development with a willingness to enroll in related training

  • The successful candidate may be required to undergo a background check

  • Must be legally entitled to work in Canada on an unrestricted basis
