The Senior Project Manager (SPM) is responsible for providing oversight of strategic intent, execution, realization of benefits, and return on investment (ROI) for program/projects that align to strategic, business, organizational, and/or technical objectives. The SPM will direct groups of related projects and manages the interdependency between the projects. They are responsible for overseeing multiple project managers simultaneously who are responsible for managing subprojects of a program. A successful SPM candidate will be able to provide ongoing training, coaching, and mentoring of subordinate project managers.

Essential Functions

  • Ensures the success and acceptance of the program/project while overseeing all related subprojects and stakeholders.

  • Develops and manages budget for assigned program/project.

  • Collaborates with executives and senior leadership to determine vision, objectives and program/project strategy.

  • Maintains continuous alignment of program/project scope with strategic business objectives while making recommendations to modify the program/project to enhance effectiveness toward the business result or strategic intent.

  • Provides direction and serves as a sounding board for ideas and approaches to solve issues that have program/project impacts.

  • Defines and initiates subprojects within the program/project. Assists project managers in managing costresources, schedule and performance of subprojects. Monitors program/project milestones and evaluates progress.

  • Builds credibility, establishes relationships and rapport, and maintains communication with stakeholders at multiple levels, including those external to the organization.

  • Establishes a high-level roadmap with milestones and preliminary estimates in order to set a baseline for program/project definition, planning and execution.

  • Identifies organizational benefits for the program/project using research methods such as market analysis, high- level cost-benefit analysis in order to develop the preliminary program/project scope.

  • Adheres to policies, procedures, and standards that conforms to program/project practices and with organization's governance structure.

  • Responsible for mentoring and overseeing the work of other project managers.

Requirements

Qualifications

Education

Bachelor’s degree in computer science, information systems, business administration, engineering or related academic field and 5+ years IT project management experience is required. In lieu of bachelor’s degree, 7+ years IT project management experience is required.

Project Management Certification is required.

Program Management Certification is preferred.

Scrum Master Certification is a plus6.   Quality Certification is a plus (e.g., CQI, TQM, Six Sigma)

 

Experience

  • Experience managing enterprise-wide multi-system program/projects as well as multiple concurrent projects of increasing complexity is required

  • Experience with stakeholder management, including Executive communication is required

  • Experience working in a mixed-methodology environment (e.g., Waterfall, Scrum, Kanban, Lean, XP, FDD, etc.) is preferred

  • Experience with system design, programming, testing and analysis techniques is required

  • Experience working in a project management office (PMO) is preferred

  • Demonstrated proficiency with Visio, MS Excel, MS Word, and PowerPoint

  • Experience building relationships across the organization to break down barriers and foster collaboration, including the ability to lead meetings and negotiate conflict resolution

  • Demonstrated advanced skills in financial management and budgeting, vendor management, as well as procurement and contract negotiations across a program/project

  • Proficiency with MS Project is preferred (or similar project management tools)

  • Ability to assist with the budget planning process

  • Ability to provide accurate and up-to-date forecasts throughout the program/project

  • Ability to mentor peers and business partner staff
