The Maintenance and Engineering (M&E) Department at BART has over 1500 employees who serve San Francisco Bay Area communities every day by providing safe and reliable infrastructure to enable on-time service. Pay and Benefits

BART offers comprehensive compensation and benefits programs. Benefits include CalPERS pension; excellent medical (effective January 1, 2020 current employee cost $150.44 monthly for most plans), vision, and dental coverage; supplemental insurances; paid holidays and vacation; as well as two investment programs, one of which is entirely funded by BART. BART does not participate in Social Security. Complimentary BART passes for employee and qualifying dependents.

Current Assignment

This posting will establish a single incumbent to fill, one (1) current Senior Quality Manager vacancy. The vacancy area is in the Quality Assurance department.  Primarily, this position will be tasked with executing a robust Quality Assurance Program for the District, including developing, implementing, and updating the Quality Management System and Quality Management Plans to support the quality of capital, and non-capital project delivery during both design and construction as well maintenance activities in addition to supervising and managing quality assurance staff.

In addition, this position will be accountable for project oversight, implementation, reporting and ongoing operational support of project management practices in support of effective and efficient project execution within the Quality Assurance unit.  The incumbent will act as the primary liaison and subject matter expert on Quality Assurance practices and processes.  The position will also be responsible for performing project audits, surveillances and assessments, identifying at risk practices, mentoring and coaching individuals in quality management; performs related duties as assigned and coordinates activities with other divisions, outside agencies and the general public; provides highly responsible and complex assistance to the Assistant Chief Maintenance & Engineering Officer;


The successful candidate will demonstrate the following beyond minimum qualifications:

Knowledge of ISO-9001, ISO-55000, Asset Management

Knowledge of continuous improvement principles

Knowledge of Maintenance best practices

Knowledge of Project Quality Practices in Design and Construction

Knowledge of CMMS and RCM

Experience with the implementation and sustainability of a Quality Assurance program that achieved targeted results

Experience with developing and improving quality assurance products

Experience with developing metrics pertaining to Quality Assurance programs

Experience with project reporting and data management

Experience with the formulation of Quality control policies that establish Quality standards

Comprehensive knowledge of project and program management processes and best practices

Demonstrated proven leadership skills and ability

Experience with managing quality staff

Essential Job Functions

Provides professional and complex administrative support to assigned Departmental management staff; develops, plans, organizes, directs and administers, reviews and evaluates complex programs and activities within area of assignment.

Makes recommendations for action and assists in the development and implementation of policies, procedures, metrics, goals and objectives.

Conducts a variety of organizational, operational and analytical studies and investigations; recommends modifications to existing programs, policies and procedures as appropriate; prepares a variety of formal reports.

Directs, coordinates and reviews the quality work of staff and outside contractors; serves as liaison between departments and/or executive offices to ensure consistent quality program implementation.

Directs, coordinates and reviews the planning, development and implementation of contracts and administration of management procedures and internal control mechanisms; ensures the cost effective and efficient use of staff and resources in accomplishing goals and objectives.

Plans, prepares and coordinates the preparation of reports including recommendations to the Board of Directors, committees and other management and executive staff.

Independently composes, compiles and prepares correspondence, reports and documents; reviews finished materials for completeness, accuracy and compliance with District policies and procedures;

Serves as the liaison regarding quality practices within the District and with outside agencies; provides solutions and methodologies for effective quality support to District operations; negotiates and resolves sensitive and controversial issues.

Explains, justifies and defends programs, policies and activities in assigned areas of responsibility

Assumes management responsibility for assigned services and activities of the Quality Assurance Division, responsible for on-going systemwide support of quality assurance activities.

Leads the effort to create a Quality Management System aligned with the requirements of ISO-9001:2015. 

Spearheads ISO-9001:2015 Certification and ensures certification is continually evaluated and achieved.

Cultivates a culture of continuous improvement and stays abreast of new trends & innovations in the field of quality management

Manages and participates in the development and implementation of goals, objectives, policies and priorities for quality program; recommends and administers policies and procedures.

Develops, maintains, and posts metrics on quality activities,

Minimum Qualifications

Education:  Bachelor’s degree in business or public administration, or a closely related field from an accredited college or university.

Experience:  Five (5) years of (full-time equivalent) verifiable quality assurance experience which must have included at least two (2) years of management experience.

Other Requirements:  Possession of a valid certification as a Manager of Quality/Organizational Excellence (CMQ/OE) or a Quality Auditor (CQA) issued by the American Society for Quality (ASQ) or similar certification is desirable.

Substitution:  Additional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
