Senior Technical Program Manager is a senior level position within Citi's Emerging Payments and Cloud, responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. Youll have a direct impact by planning, driving program execution and delivering large programs


+ Manage teams of professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions)

+ Deliver high quality technical solutions to multiple global stakeholders in a fast paced environment

+ Provide strategic influence and exercise control over resources, budget management and planning while monitoring end results

+ Utilize in-depth knowledge of concepts and procedures within own area and basic knowledge of other areas to resolve issues

+ Work with engineering, product, and leadership teams to plan and execute programs and deliver results

+ Identify and communicate risks and blockers. Actively work to resolve these and drive successful deliveries.

+ Demonstrates understanding of Payments and cloud

+ Owns and drives the program end to end to lead a successful cloud (AWS, GCP) implementation for a franchise critical payment system

+ A hands on Program leader responsible for implementing enterprise scale solutions

+ Influence and negotiate with senior leaders across functions, as well as communicate with external parties as necessary

+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.


+ 10+ years of relevant experience

+ Experience in program management preferably from a applications development background

+ Experience managing global teams and driving progress by influence and ownership

+ Experience managing programs across cross functional teams, building processes and coordinating release schedules

+ Experience driving cloud roadmap strategy and definition is preferable

+ Experience with public (AWS) or hybrid cloud is preferable (Kubernetes or Knative)

+ Working knowledge of industry practices and standards

+ Consistently demonstrates clear and concise written and verbal communication


+ Bachelors degree/University degree or equivalent experience

+ Masters degree preferred

The primary objective of this role is to build a new, globally consistent, digital proposition for high volume, direct to consumer payments and receivables using instant payments rails across the globe with additional features such as Virtual Accounts. As part of the role, a new operating model would also need to be designed and implemented to be able to best serve clients. The significant growth in the digital commerce space bring in new opportunities for Citi with significant revenue upside. We have primarily been a B2B bank focusing on our clients Supplier, tax and Payroll payment needs. These flows are high value and typically smaller volume in nature. As we go after the ecommerce space, we will need to scale our infrastructure and build a functionally rich always on solution. Key objective of this role will be to lead the buildout of this Express platform with responsibilities across product management, development and program management to successfully execute on the project. Key objectives of the Express initiative are as follows:

+ build a set of redesigned payments & receivables value propositions along with embedded liquidity on a new tech stack with minimal interaction with legacy processes and platforms. With rapidly evolving payment landscape, flexibility will have to be inbuilt into the proposition end to end.

+ build a best in class tech stack that is scalable (5000+ TPS) and always on(24*7, 99.999% up time)

+ build a platform with minimal to no manual touch points with automated controls and self service capabilities

+ ensure data is used as an asset. Citi will have access to unprecedented consumer flows that would give both Citi and clients unparalleled insights

+ Set strategic vision with team and functional partners to deliver next generation digital, 24*7 product proposition and capabilities

+ Develop the instant payments/Virtual Account strategy for fast growing, high volume client segments

+ Develop innovation and partnership capabilities to deliver best in class product proposition

**Product Development**

+ Define value proposition, competitive positioning, and distribution channels

+ Ensure complete alignment with both internal and external partners to deliver superior proposition along with appropriate risk management

+ Explore new products / propositions addressing clients needs to serve digital commerce 24*7

+ Ensure product offering is competitive in service, functionality & price

+ Superior execution skills to ensure flawless delivery of ongoing product proposition enhancements

**P&L and Performance Measurement**

+ Ensure that product proposition is delivered on time and within budget

+ Ensure solution set roadmap alignment with various stakeholders

+ Commercialize product capabilities at scale per agreed plans by partnering extensively with global/regional/country partners & sales and coverage teams

**People and Organizational Development**

+ Attract, motivate and retain top talent. Focus on building bench strength. Create a high performing team through strong leadership skills and practices

+ Establish and maintain optimal organizational and headcount structure and reporting relationships for accomplishment of product groups financial and strategic objectives

+ Establish a dynamic management and communication process between global product management team and country/cluster/regional partners with clear roles & responsibilities,

+ Ensure alignment between Product team and functional partners (such as Operations, Technology, TTS Sales, Finance, Legal, In Business Risk, Independent Risk, Compliance/AML, Sanctions Compliance and other)

**Risk Management, Compliance and Controls**

+ Proactively ensure that product proposition is within Citis risk framework

+ Proactively provide leadership and ownership for any programs and initiatives to enhance governance, controls and risk management practices of TTS / Payments & Receivables

+ Ensure pristine Product risk, compliance and audit standards

+ Lead a culture of ethical behavior, responsible finance and effective risk management and control environment
