Northrop Grumman Space Systems is seeking an experienced **Manager of Programs 3** to serve as Program Manager for Launch Vehicle Business Units Sentinel program scope. This critical role is based out of Chandler, AZ and will be responsible for day-to-day management of a program with over $300 million in annual sales and a cross-functional team of 250 people. The Sentinel Program Managers primary responsibilities are to execute and manage cost, schedule, and technical performance within program constraints including:

+ Supporting daily execution of Launch Vehicle Business Units scope within the Sentinel EMD program, reporting to the Sentinel Deputy Director
+ Responsibility for ensuring that program operational and financial objectives are met
+ Establishing and maintaining a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
+ Identification, distribution, tracking, and completion of program requirements
+ Effective cultivation and management of supplier and teammate deliverables within program commitments
+ Measuring and reporting program performance, then seeking continuous improvement of the programs operations
+ Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test
+ Delivering presentations to customers, executive management and other program stakeholders
+ Cultivating customer relationships and intimacy to develop further opportunities within the customer community
+ Participating in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract
+ Together with Global Supply Chain, managing suppliers to meet program objectives, participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
+ Development and adherence to budget baselines utilizing Earned Value Management (EVM) cost & schedule control methodologies and tools
+ Development and adherence to master plans and schedules
+ Identifying, allocating and managing program resources, including workforce planning
+ Managing Government/customer supplied property or information (GFE, CFE, etc.)
+ Adherence to all Launch Vehicle Business Unit internal processes, policies, and applicable industry standards
+ Ensuring that the program team understands and adheres to contract scope, and manages change through control board activities
+ Along with the program chief engineer, conducts thorough risk & opportunity management practices including identification, mitigation and realization
+ Determining the optimum methodologies for timely and accurate data sharing via the Digital Engineering Enterprise
+ Ensure all manufacturing and test facilities needed to support product deliverables are stood up in time to meet build and test objectives
+ Functioning as a manager/leader whose decisions positively affect the financial bottom-line and employee morale and perception
+ Accountable for results that impact the performance of the mission and success of the programs objectives

**Basic Qualifications:**

Bachelors degree in Engineering with 9 years or Masters degree with 7 years of related experience in a comparable management position
Active Secret Clearance which requires US Citizenship as a pre-requisite

Ability to Travel up to 25%

**Preferred Qualifications:**
Masters degree in business management, a technical discipline, and/or project management

Understanding of the USAF customer team structure and familiarity with the Sentinel Program

Experience with and working knowledge of prior ICBM (Minuteman, Peacekeeper, Trident) or missile defense systems.

Broad program management and leadership experience over traditional functional areas

Excellent interpersonal, written communication, and presentation skills, including the ability to communicate complex concepts clearly and succinctly to customer, government, and corporate senior leadership

Effective in customer relations, expectation management, and building coalitions with customers, government staff, and major suppliers

A demonstrated track record of success in positions of increasing management responsibility

Exceptional in leading engineering, manufacturing, program management, business operations and mission assurance teams
Program management experience transitioning from development to manufacturing
Demonstrated experience in multi-disciplinary team building and organizational leadership of large teams

Demonstrated communications and mentoring skills to lead highly successful technical teams addressing large and complex programmatic challenges
Disciplined cost management experience gained from delivering results on fixed price and cost-plus contracts

Formal Earned Value Management System (EVMS) reporting and experience
Experience with launch vehicle, booster, and solid rocket motor development programs

Salary Range: $147,700.00 - $221,500.00

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
