Human Resources is staffed with 30 employees.

Reporting directly to Director HR Administration, the Special Projects Manager will develop and implement strategic projects and initiatives to ensure HR programs and projects meet organization goals and requirements.

The Primary Duties include: Responsible for all aspects of project management including: needs analysis, planning, definition of project scope and objectives, content development, results analysis, vendor research, and contract/vendor management, ensure that all projects are delivered on-time, within scope and within budget. Develops strategies and business cases and influences decision-makers to obtain support and funding for various projects.  Directs activities pertaining to implementation of project objectives, resolve issues, report progress, and ensure quality of deliverables. Tracks project performance, specifically to analyze the successful completion of short and long-term goals. Develops comprehensive project plans to be shared with clients as well as other staff members. Coordinate team’s day-to-day activities, assign tasks/projects and monitor performance, and provide guidance and training, but is not a supervisor. Perform other related duties as assigned to meet the ongoing needs of the organization.

 Candidates can expect salary offers that range from the minimum to the mid-point of the salary range. Metra provides full pay ranges so candidate can consider their growth potential.

Requirements

  1. Bachelor's degree OR in lieu of specified degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in project management.
  2. In addition to #1, must have six (6) years of professional level experience developing, implementing, and managing human resources projects that include: change management, interacting with senior leadership, and writing program or business proposals.
  3. Experience managing projects successfully from start to finish.
  4. Considerable knowledge of human resources principles and programs.
  5. Considerable knowledge of organizational development and change management theories and principles.
  6. Considerable knowledge of program/project management principles and techniques.
  7. Strong verbal and written communication, organizational, and analytical skills.
  8. Strong employee development and performance management skills.
  9. Skill working with a high degree of accuracy, quality, and thoroughness.
  10. Demonstrated initiative and willingness to take necessary risks.
  11. Demonstrated resourcefulness in identifying alternatives to achieve objectives
  12. Intermediate skill using Microsoft Office (Word, Excel, and PowerPoint).
  13. Ability to set priorities, develop work schedules, monitor progress towards goals, meet deadlines, and track details/data/information/activities.
  14. Ability to foster teamwork by working cooperatively and effectively with others to establish goals, resolve problems, and make decisions that enhance programs.
  15. Ability to work independently on multiple tasks with a sense of urgency.
  16. Must be willing to travel within Metra’s 6-county region.
  17. Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.

 

Preferences:

  1. Project Management Professional (PMP) certification preferred.

Salary Details

Metra offers an excellent benefits package including pensions, and 401k/457 deferred compensation options. Residency in the City of Chicago is not required.
