TransLink is entering an exciting period of growth as we roll out a historic investment of more than $7 billion as part of the 10-Year Vision for Metro Vancouver’s transportation future. The Vision provides more transit, better roads, and safer cycling to address the region’s growing transportation needs, especially as transit ridership continues to grow at record levels and as we anticipate another million Metro Vancouver residents and 600,000 new jobs over the next 30 years. With new Federal and Provincial funding commitments, TransLink is poised for a major expansion of transit service through several capital projects. As a result, we have a new and exciting opportunity for a Vice President, Major Projects to provide strategic leadership of TransLink’s Major Projects Group. 

The VP, Major Projects will be responsible for delivering an ambitious, diverse and challenging portfolio of major capital projects, including the procurement and implementation of the 10.5kmm, $1.65b Surrey-Newton-Guildford Light Rail Transit project in the rapidly growing City of Surrey, and TransLink’s accountabilities on the 6km, $2.83b Millennium Line Broadway Extension in the City of Vancouver. Other major projects include pre-procurement works on the 16.5km Surrey-Langley Rapid Transit Extension along Fraser Highway, and assessments of future rapid transit extensions to the University of British Columbia and Simon Fraser University.

The VP, Major Projects will lead a team of diverse professionals in functions that include procurement, finance, legal, communications, real estate and community relations to successfully achieve project goals, and will ensure that the necessary controls are implemented to identify and mitigate critical project risks and accomplish project objectives. The VP will work closely with the TransLink CEO, all other TransLink VPs, and the TransLink Board of Directors to maintain alignment with corporate goals.

Requirements

The ideal candidate will possess superior leadership, communication and problem-solving skills and over fifteen years of strategic leadership experience, with a demonstrated ability to oversee major projects within a public sector context, preferably related to transit infrastructure. The ability to represent major projects, proactively manage inter-government relations, and knowledge of various major project delivery models, including Public Private Partnerships, is advantageous. A successful track record of identifying and successfully managing major project risks and negotiating complex agreements, including procurement and vendor agreements, is essential.
