This position will oversee and manage projects associated with urban renewal activities. Collect and analyze fiscal, social, and physical variables impacting and use, forecast potential neighborhood demands, and prepare narrative data reports. This position contributes to the development of operational goals, objectives, and priorities. This is a part-time, 20 hour/week position.

Placement in the salary range will be based on the knowledge, skills, training, and education of the person hired.

Requirements

QUALIFICATIONS:

MINIMUM/MANDATORY EDUCATION AND EXPERIENCE REQUIREMENTS:

Any equivalent combination of education and experience that provides the applicant with the knowledge, skills, and abilities required to perform the duties as described. A typical way to obtain the knowledge, skills, and abilities would be a Bachelor's Degree in urban planning, architecture, real estate development and/or other related studies. Three (3) to six (6) years of professional experience in economic development, urban renewal/TlF districts, community facilitation/engagement or related fields.

KNOWLEDGE: Knowledge of project management principles, practices, procedures/processes, techniques, and tools. Advanced technical knowledge in one or more of the following areas: redevelopment, real estate, planning and development, community development, or public administration. Knowledge and experience with a community-centered development process. Knowledge of federal, state, and local land development and public policy; urban renewal law, practices, processes, and strategies and real estate laws and regulations. Mathematical principles. Methods and techniques of proper phone etiquette. Methods and techniques of basic report preparation and writing. Methods and techniques of record keeping and filing. Customer service and public relations methods and techniques. English usage, spelling, grammar, and punctuation.

SKILLS: Must be able to develop strong business relationships with individuals serving as part of the project team, internal and external resources, and customers/citizens. Skill in the use of personal computers, various related software programs, and standard office equipment. Strong time management, analytical, organization, and prioritization skills. Customer service orientation and skills. Exceptional interpersonal skills and strong oral and written communications skills with a variety of audiences. Communication of complex material in a simple, understandable manner. Competence in business English, spelling, and punctuation. Strong reasoning, analysis, and problem-solving skills combined with excellent judgment and professionalism.

ABILITIES: Ability to establish and maintain an effective working relationship with city management, employees, Council members, other entities, and the public. Ability to communicate effectively, both orally and in writing, with individuals and groups. Ability to learn basic functions and structure of a municipal organization. Ability to maintain records and logs. Ability to learn, apply, and explain in detail tasks related to this position and the city's policies and procedures. Read, understand, and review documents for accuracy and relevant information. Use applicable office terminology, forms, documents, and procedures of the work. Use sound judgment in following and applying appropriate laws, regulations, policies, and procedures. Deal successfully with the public, in person and over the telephone. Understand and follow instructions. Exercise good judgment, and maintain confidentiality with critical and sensitive information, records, and reports. Ability to honor the confidentiality required of this position. Physical ability to perform the essential job functions. Ability to lawfully operate a motorized vehicle for city business on a regular basis.

SPECIAL REQUIREMENTS:

  • Valid Oregon Driver's License at time of hire

 

DESIRABLE QUALIFICATIONS:

  • Bi-lingual in English and Spanish languages

PHYSICAL DEMANDS:

The employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility, including the ability to frequently lift or move materials up to 25 pounds, and occasionally lift or move materials up to 60 pounds. Manual dexterity and coordination are required approximately 60% of the work period to operate such equipment as computers, keyboards, telephones, and standard office equipment. The position requires the ability to operate a motorized vehicle.

WORKING CONDITIONS/WORK ENVIRONMENT:

Work location is primarily indoors where most work occurs under usual office working conditions. The noise level in the work area is typical of most work environments, with telephones, interruptions, and background noises. Outdoor work takes place during site inspections, and exposes the employee to varying weather conditions. The employee is required to comply with safety standards, and wear appropriate personal protective equipment as appropriate.
