Job Description
The Quality Manager will work in a dynamic team environment to support the development and delivery of strategic deliverables related to the regulatory compliance needs and requirements associated with Medicare quality reporting programs. The Quality Manager will provide leadership and perform management activities to assist CMS in administering the appeals, reconsiderations, Provider Reimbursement Review Board, and other post-payment determination reviews in selected healthcare quality reporting programs. They will work with a diverse project team of researchers, analysts, policy and program experts, subcontractors, outside consultants, IT and health care subject matter experts, and\\or programmers, while maintaining collaborative working relationships with the client and other stakeholders.

In this position they will research and build an understanding of the policies, legislation, and other materials related to this work. They will develop a sound understanding of the overall approach to data gathering and contribute to the data gathering process that facilitates the successful completion of project tasks and delivery to the client. They will take part in analytical problem solving by interpreting data, and present information articulately to clients and teammates while conveying personal knowledge and understanding. Additionally, they will independently lead major written deliverables and build firm competencies and methodologies that can be deployed in client delivery, assignment performance, and organization strategy.

Position Responsibilities:
  • Facilitate communication and foster positive relationships with clients, project teams, and related supporting contractors. Provide subject matter expertise and program support by assigning, delegating, and reviewing project tasks and priorities.
  • Identify, retrieve, and review all applicable federal quality reporting regulations for quality reporting programs.
  • Review, asses, and analyze all information related to compliance with quality reporting programs.
  • Develop and deliver a case-by-case briefing that recommends appropriate disposition of compliance reviews and provides supporting detail as needed.
  • Prepare and review client deliverables including decision recommendations, policy briefings, white papers, and program lessons learned.
  • Create, implement and track mitigation activities to prevent disruptions. Ensure timely completion of all technical and management deliverables on the task and\\or project, providing management as well as oversight of Watson Health staff and subcontractors ensuring the quality and timeliness of deliverables.
  • Infuse project management with flexibility, while maintaining accountably, continuously improving processes and supporting clients to meet evolving needs in a dynamic health care environment. Lead multiple channels of communication with the client and across the delivery team.
  • Develop lessons learned and quality improvement recommendations.
  • Ensure client satisfaction by anticipating client needs and meeting deliverable deadlines.

Required Technical and Professional Expertise

  • 10+ years of experience in the health care industry and/or quantitative work experience related to health care quality.
  • Direct experience with health care quality reporting programs.
  • Outstanding written and verbal communication skills; ability to communicate with individuals at various levels within the organization and external clients in a leadership capacity.
  • Outstanding critical thinking, questioning, and listening skills; superior attention to detail.
  • Proven project management and consensus building experience.
  • Time management skills for managing multiple individual and team tasks simultaneously, while completing work on time and on budget.
  • Expert experience with project management tools such as Project, Excel, PowerPoint, Jira, and Word.
  • Must be self-directed and able to complete deliverables with minimal supervision.

Preferred Tech and Prof Experience

  • Direct experience with EHR systems and eCQMs.
  • Understanding of the development and reporting of health care quality measures.
